In line with Central Government’s guidelines, Haryana Government on Sunday decided that during the extended lockdown period of two weeks till May 17, permission to all the industrial units and entrepreneurs, in red, orange, and green zones would be granted on a weekly basis.
“Activities permitted inside the containment zone will be strictly regulated as per MHA guidelines.
However, the revised guidelines shall supersede and replace the old guidelines issued by the State Government,” said an official spokesman.
Sharing more details of the same, the spokesman said, as per the latest MHA guidelines, activities in a region shall be allowed based on the risk profiling of the region or districts into red (hotspots), orange, and green zones.
The risk profiling and demarcation of areas of containment zones shall be determined by the Union Ministry of Health and Family Welfare or Health Department, Haryana from time to time.
The spokesman said that as per the revised guidelines, in the week one starting from May 4 to 10, in “Industrial areas with Access Control (viz IMT/IA/IDC/SEZs)” IT/ IT Enabled Services (ITES) located in the red zone would be allowed to carry out their activities with staff strength of 33 percent, while industries others than IT/ITES can start their operations with 50 percent of staff. In the orange zone IT/ITES would be allowed to carry out their activities with staff strength of 50 percent, while others can start their operations with 75 percent staff.
In the green zone, both IT/ITES and others can carry out their operations with 100 percent staff strength. Industries in the rural areas would run on similar lines of the above guidelines in all three zones.
Similarly, e-commerce industrial units located in the red zone would be permitted to carry out activities for essential goods only.
In the orange zone, activities can be carried out with staff strength of 50 percent, while in the Green zone the staff strength would be 75 percent.
The spokesman further informed that for “other industries located in urban or municipal areas” other than “industrial areas with access control” (IMT/IA/IDC/SEZs) would be allowed to carry out their operations in only orange (50 percent staff strength in IT/ITES and 75 percent for others) and green zone (both IT/ITES and others can carry out their operations with 100 percent staff strength). The industrial activities of the units located in Red zones would be strictly prohibited.
The spokesman further said that all the industrial units or entrepreneurs would mandatorily apply on Saralharyana portal https://saralharyana.gov.in/ by providing necessary details in order to generate requisite passes for the employees or staff. All interstate movement of goods or cargo including empty trucks shall be allowed.
As a part of the application, the applicant will have to give an undertaking of compliance of Standard Operating Procedures (SOPs).
Immediate and self-generated approval shall be accorded as soon as the application is submitted on the said portal.
Passes for the employees shall initially, be granted on a weekly basis i.e. with the fixed validity starting from May 4 to May 10 and from May 11 to May 17, he said.
The spokesman said on the portal an applicant will have to provide details of their ancillary units in the application as per the prescribed format to seek any support from the State Government in reinstating their supply chains.
In case of a change in the risk profile or category of the area or district, prescribed guidelines as per the current status (red/orange/green) shall prevail at that point in time and additional relaxations accorded previously shall stand automatically withdrawn.
The District Administration shall continuously assess the on-ground situation and in case new COVID19 cases arise in the district, Deputy Commissioner (DC) needs to follow the guidelines applicable for the current situation of his district lies in red, orange or green zone (outside containment zone) and accordingly to the needful, he added.
Sharing the details about the penal provisions, the spokesman said that any person violating these lockdown measures and the National Directives for Covid-19 Management will be liable to criminal prosecution as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides penal action under Section 188 of the IPC, and all other legal provisions as applicable.
