Vigilance Department of Central Coalfields Limited (CCL) on Monday organised a day-long workshop on the theme of “Vigilance Matters to Enhance Managerial Effectiveness” with objective to come out with practical solutions of critical functions including drafting Standard Operating Procedures (SOPs) at Vichar Manch, Darbhanga House, CCL, Ranchi. The programme was conducted under the leadership of AK Srivastava, CVO, CCL
Joint Secretary and Chief Vigilance Officer, Ministry of Coal, Government of India, Vismita Tej, was the Chief Guest of function. CCL/BCCL CMD Gopal Singh, was the Guest of Honour. DK Ghosh, Director(Finance), RS Mahapatro, Director (Pers), VK Srivastava, Director(Tech/Oprns), Bhola Singh, Director Technical(P&P), CVO, CMPDIL Sandeep Raj and other dignitaries including GMs/HODs from Headquarters & Areas and other executives were present during the function.
A compendium of CVC Circulars referred in Vigilance Manual 2017 and Calendar 2019 based on Vigilance Awareness Week 2018 were released by Chief Guest in presence of CMD, CCL and other dignitaries. Circulars of various departments uploaded on CCL’s website were also launched officially by them.
Addressing the audience, the Chief Guest pointed out that there has been a paradigm shift in the outlook of vigilance from “good faith” to “due diligence.”
She further pointed out that due diligence must “reflect” in the files and this is possible only when one internalises the rules & regulations, procedures etc of the company.
The Chief Guest narrated the meaning of TEAM i.e, transparency, efficiency, accountability and measures by formulating polices etc, saying that no third person can tell you about the decision to be done while performing official work. “One has to take informed decisions by gathering related information while delivering the official works,” Tej added.
Gopal Singh, Guest of Honour expressed gratitude to Vismita Tej for accepting the invitation as Chief Guest of the function.
He said that this function of the vigilance department will be the game changer. He talked about the transformed company where CCL is known for achieving target.
He further said that the company has broken conventional thresholds and performed beyond expectations registering double digit growth by persistent efforts of each and every stakeholders of the company.
The CMD CCL in his speech talked about various IT initiatives taken during the regime of Tej when she was CVO of CCL like e-tendering, reverse auction etc.
He further said that the introduction of technologies in CCL has benefitted the company and increased confidence level among the officers due to transparency in the system. Gopal Singh said that 100 Million Tonne coal will be produced in coming years and world standard technologies will be set up in Magadh-Amrapali where transportation of coal could be done through environment friendly technologies like coal conveyer etc.
A K Srivastava, CVO, CCL delivered a welcome address and gave a brief outline about the objective of conducting the workshop on “Vigilance Matters to Enhance Managerial Effectiveness.”
In his address, he said that it is necessary to find practical and sustainable solutions within the vigilance framework of ticklish issues being faced by the field officers. He also emphasized the importance of developing Standards Operating Procedures (SOPs) of critical functions to improve transparency and accountability. He also talked the preventive Vigilance and its role to strengthen and suggest systemic improvement in mitigating the risk of corruption by introducing various IT initiatives.
DK Ghosh, Director(Finance), R S Mahapatro, Director(Pers) V K Srivastava, Director (Tech/OPrns), Bhola Singh, Director Technical(P&P) and Sandeep Raj, CVO, CMPDIL also addressed the gathering. Technical session on importance vigilance guidelines, Group discussion on practical problems faced in the field were orgnaised in the afternoon session of the workshop and efforts were made to find their practical salutations.
