The National Human Rights Commission has issued summons to the Malkangiri Superintendent of Police to appear personally before the commission on April 29.
Earlier, civil society organisation Human Rights Watch secretary Sangita Swain had alleged a tribal Ramchandra Muduli of village Ramgarh under Chitrakonda police station in Malkangiri was severely injured by Maoists, who slit his throat dubbing him as a police informer.
The rebels also kidnapped another villager. She alleged that this was violation of human rights due to the inaction of the police and prayed the commission to take against the guilty officials and pay compensation of Rs 10 lakh to the victim, provide him protection and rescue the kidnapped villager.
But as the NHRC did not receive the report even after the stipulated period, it asked the SP to appear personally to produce the requisite report along with an explanation regarding the delay.
