Man with Govt official’s fake ID held

The Delhi Police has arrested a 21-year-old man who allegedly created a fake ID of Pay and Accounts officer (PAO) in Government of India's Public Financial Management System (PFMS) with objective to siphon off money from the Government's account through fraud bills.

According to Anyesh Roy, the Deputy Commissioner of Police (DCP), Cyber Crime, earlier, the accused Noor Mohammad, a resident of Moregaon in Assam, along with his associates, had managed to successfully create and get approved, a fake ID of PAO Officer in the Ministry of Health and Family Welfare and managed to fraudulently create bills and thus, transfer money to the tune of Rs 3.86 Crores to multiple bank accounts.

"He came out on bail a few weeks ago and decided to commit a similar offence again as he thought that he wouldn't be caught this time," said the DCP

"A complaint was received from the Ministry of Labour and Employment that on June 25, an e-mail was received in their office from someone pretending to be Lalit Dagar and claiming himself to be the newly appointed PAO in Pay and Accounts Office in Chennai wherein he had also requested to approve his user-ID on PFMS," said the DCP.

"On scrutiny the officials of the ministry found no such person ion their department following which a criminal case under applicable sections of IT Act was registered with cyber cell and investigation was taken up," said the DCP.

"During investigation, technical surveillance led to the accused who was traced in Assma's Moregaon and was apprehended by the police team," said the DCP.

"During interrogation, the accused disclosed that he logged on to the website of PFMS and attempted to create fake ID of PAO of the ministry. The IDs created on PFMS need to be approved by the Principal Accounts Office of the concerned ministry following which the accused request for approval over email at the Principal Accounts Office," said the DCP.

"The accounts officer grew suspicious and asked for supporting documents and the accused then sent forged and fabricated documents to try and pretend to be a newly appointed PAO in the Ministry," said the DCP.

"Similar complaints have also been received from other ministries including Coal, Civil Aviation and Law Ministry, in which the same person, Noor Mohammad had attempted to get a fake and bogus PFMS IDs approved. Investigation is being done with regard to the role of the accused in those incidents as well," said the DCP.
