The Standing Committee of South Delhi Municipal Corporation (SDMC) on Monday approved a proposal to set up two biogas plants under in Nangli and Goyla Dairy colonies on “Built Own Transfer” (BOT) basis.  With Commissioning of these plants, the SDMC will be able to substantially help in waste management, reduce dumping of waste at “Secured Landfill Facility’ (SLF), provides better sanitation in colonies situated near both the dairies.

These plants would generate estimated 6400 kg biogas and 70-ton organic manure daily. The project would also help in containing break down of diseases and environment protection, a senior SDMC official said.

The Chairperson Standing Committee Shikha Rai said that this will prove to be a big step in the direction of Swachhta as 400 ton animal dung from total 3500 dairies will be sent to the two plants for generating biogas and organic manure.  The concessionaire will buy animal dung from the dairies at the rate of Rs.685 per ton, she said.

She further said that this initiative would also put an end to the practice of flowing dung in the drains in streets as it is prohibited under NGT Act.  Rai said that with collection and transportation of animal dung up to the plants by the concessionaire, SDMC will be relieved of collecting and managing a huge quantity of animal dung.

The SDMC official said that earlier the civic body considered to set-up two plants under EPC-Engineering, processing, commissioning system but finally it was decided to set-up plants under BOT system.  The proposed policy would also ensure a saving of rupees 116 crores to SDMC, he said.

As in the case of EPC system SDMC would have to spend Rs. 58 cr each for two plants, total Rs 116 cr in setting up the plants whereas, under BOT system, the civic body will make payment of three crores each for the plants.

Rai further stated that the plant at Nangli Dairy colony will consume animal dung from 2000 dairies and waste from Kesho Pur Mandi whereas Goyla Dairy Plant will consume animal dung collected from 1500 dairies.
