Haryana Govt to hire project specialists

Despite being under attack from the Opposition to hire 22 ‘good governance associates’ in the State, the Manohar lal Khattar Government in Haryana is now all set to hire project management specialists, apparently giving preference to experts from outside the Government set up.

Aiming to usher in an era of change with good governance, the BJP led Haryana Government have been giving priority to inducting experts from outside, in almost all key departments instead of preferring its senior bureaucrats.

Now, experts would be hired each for managing infrastructure projects, public health engineering projects, building & roads projects, solid waste management projects, urban electrification projects, manage municipal finances and one expert for capacity building or coordination.

The State Government has decided to hire seven project management specialists on a remuneration of up to 55,000 per month and additional benefits.

“The experts would be recruited by Urban local Bodies on contract basis for one year. The outside expertise is required in several areas to implement government’s ambitious projects in a speedy manner,” said a senior official of the State Government.

He said that since the Urban local Bodies has been entrusted with various ambitious project like Swachh Haryana, Swachh Bharat, smart cities, RAY, JNNURM, SJSRY, NUlM among others alongwith other departments, it has been decided to hire specialists for better implementation and coordination.

From Finance Department to Transport Department, Haryana Government is roping in experts from private sector in an attempt to ensure progress of major projects.

While Finance Department had planned to hire ten transaction advisors from private sector for undertaking projects under public private partnership (PPP) in various sectors including healthcare, education, skill development, tourism, roads & highways among others, Haryana Transport Department decided to rope in private consultants for improving financial performance of state Roadways, which is facing loss of more than Rs 600 crore.

In its power sector, the State Government has hired private contractors for the maintenance and operations of 11-KV and low-tension (lT) transmission lines in 23 subdivisions of Haryana. These private contractors are taking care of breakdowns and rectify faults in 23 subdivisions.

Recently, Haryana Government had appointed 22 Chief Minister’s good governance associates (CMGGAs) in different districts with an objective to ensure implementation and monitoring of programmes of both Union and State Governments.  They would advise on how to ensure better implementation of those programmes, and report about it to the chief minister’s office (CMO).

These appointments by the State Government had come under heavy attack from the opposition parties. The opposition had alleged that the appointments of CMGGAs are an attempt to undermine the democratically-elected representatives, bureaucracy and the constitutional posts.
