UP pioneers 10-year O&M warranty for RWS under Jal Jeevan Mission

Uttar Pradesh has become the first state in India to introduce a mandatory 10-year Operations and Maintenance (O&M) “warranty” for rural drinking water schemes (RWS) under the Jal Jeevan Mission. The move marks a shift from construction-focused projects to a long-term, service-oriented and community-driven approach.
The initiative is supported by the ‘Jal Arpan’ programme, under which villagers are not just beneficiaries but active stakeholders—taking ownership of water systems as managers and protectors. This model is designed to ensure sustainability and accountability in delivering safe drinking water.
Officials said construction agencies will work closely with Gram Panchayats over the next decade, providing technical support and guidance to maintain the Har Ghar Jal initiative. The approach reflects Prime Minister Narendra Modi’s vision of Jan Bhagidari (people’s participation) for Jan Kalyan (public welfare), with strong backing from Chief Minister Yogi Adityanath.
Under the new framework, executing firms are contractually responsible for operating and maintaining water supply systems for ten years. This includes ensuring regular performance, repairs, and infrastructure upkeep. The reform addresses past challenges where schemes failed due to poor maintenance, unpaid electricity bills, and limited community involvement.
To reduce operational costs, Uttar Pradesh has installed over 33,000 solar-powered water schemes, cutting expenses significantly while promoting environmental sustainability.
Village Water and Sanitation Committees (VWSCs), or ‘Paani Samitis’, have been empowered to manage daily operations. These committees are involved from planning to maintenance and are supported through training programmes focused on system management and water quality testing.
The state has also expanded its water quality monitoring network, including district and mobile laboratories. A Citizen Charter is being introduced to ensure service standards, while an online grievance system and helpline enable timely complaint resolution.
With these reforms, Uttar Pradesh aims to create a sustainable, community-managed rural water supply system, ensuring reliable access to safe drinking water for the future.
