Delhi Government clears Rs 65 crore DRISHTI plan for PM-UDAY mapping

Residents of Delhi’s unauthorised colonies will see faster processing of property ownership claims under PM-UDAY, with the Central Government approving a Rs 65 crore project called “DRISHTI” to build a modern geospatial survey and mapping system for the scheme, Chief Minister Rekha Gupta announced.

Under the project, PM-UDAY Cells will be set up in all 13 districts of Delhi, along with a branch at the headquarters, aimed at making the survey, mapping and documentation process for properties under the scheme more systematic and time-bound.

The Chief Minister said the technology-driven DRISHTI project, short for Delhi Revenue and Imaging Survey, Spatial Technology Initiative, would make property survey and mapping more transparent, systematic and time-bound for residents awaiting ownership rights.

Of the total Rs 65 crore cost, Rs 52 crore, or 80 per cent, will come as a grant from the Urban Development Fund of the Ministry of Housing and Urban Affairs, while the remaining Rs 13 crore, or 20 percent, will be contributed by the Revenue Department of the Delhi Government. The Revenue Department will implement the project.

The PM-UDAY Scheme is aimed at providing ownership rights to residents of Delhi’s notified unauthorised colonies, a process that directly affects families who have long lived without formal legal title to their homes. Implementation responsibility has been assigned jointly to DDA, the Revenue Department of the Delhi Government and the Municipal Corporation of Delhi. Officials said the project would help residents secure property ownership, transfer rights and other related benefits more quickly than under the previous system.

The Rs 52 crore grant from the Urban Development Fund will be released in four instalments. However, if procurement is carried out through the Government e-Marketplace (GeM), the entire approved amount may be released in a single instalment, subject to prescribed conditions, a provision expected to speed up the project’s rollout on the ground.

The Chief Minister said the PM-UDAY Scheme is not merely a process of issuing property-related documents, but an important means of providing legal security over homes and property rights to lakhs of families living in Delhi’s unauthorised colonies.

She said the DRISHTI project’s use of modern technology would help make the otherwise complex and often delayed survey and mapping process more transparent for residents applying under the scheme.

The Chief Minister said the Delhi Government was working to ensure eligible people do not face unnecessary difficulties in securing their rights and that the benefits of the scheme reach the ground quickly. She said the Government remained fully committed to working in line with Prime Minister Narendra Modi’s resolution of “Sabka Saath, Sabka Vikas” to ensure the rights and dignity of Delhi’s residents.
