70,584 corruption complaints received against Government departments in 2025

More than 70,500 corruption complaints were received against Government bodies in 2025, with banks and the Railways accounting for the highest number of complaints, according to the Central Vigilance Commission (CVC) annual report. Of the 70,584 complaints received by Chief Vigilance Officers (CVOs), who act as the Commission's distant arm, 64,905 complaints were disposed of as on December 31, 2025, the report said.

The remaining 5,679 complaints were under process at the end of the year, including 2,002 complaints pending for more than three months, according to the CVC Annual Report 2025.

CVOs are expected to complete investigations into complaints within three months. The Commission conducts periodic reviews of complaints pending with CVOs to ensure their expeditious disposal, the report said.

Banks, Railways receive maximum complaints

CVOs of banks received the highest number of complaints at 9,933, of which 9,520 were disposed of and 413 remained pending, including 52 for more than three months. The Railways received 9,381 complaints, of which 8,754 were disposed of and 627 were pending as on December 31, 2025. Of the pending complaints, 10 had remained unresolved for more than three months.

A total of 6,531 complaints were related to the Ministry of Housing and Urban Affairs, while 4,834 complaints were against local bodies, excluding the Government of National Capital Territory of Delhi (GNCTD).

The local bodies include the Delhi Jal Board (DJB), Delhi State Industrial and Infrastructure Development Corporation Ltd (DSIIDC), Delhi Transco Limited (DTL), Delhi Transport Corporation (DTC), Delhi Urban Shelter Improvement Board (DUSIB), Delhi Tourism and Transportation Development Corporation (DTTDC), Municipal Corporation of Delhi (MCD) and the New Delhi Municipal Council (NDMC).

Coal sector, finance among other major categories

According to the CVC report, 4,118 complaints received in 2025 were related to employees working in the coal sector, while 3,107 were related to finance.

The CVOs also received 2,804 complaints against the Delhi Government and 2,722 complaints related to the Ministry of Petroleum and Natural Gas.

There were 2,633 complaints against Delhi Police, 2,139 related to the Ministry of Road Transport and Highways, and 2,036 related to the Ministry of Home Affairs, excluding Delhi Police.

The report said 2,030 complaints were related to human resource development, while 1,894 were against the Labour Ministry.

Insurance companies accounted for 1,536 complaints, while 1,469 complaints were related to the telecommunications sector.

The Defence Ministry received 1,410 complaints, while 1,123 were related to the Ministry of Consumer Affairs, Food and Public Distribution. The Steel Ministry accounted for 1,023 complaints, and the Department of Posts for 1,003 complaints.

CVC also referred 18,651 complaints to CVOs

The report also provided details of complaints received by CVOs from the CVC for "necessary action" during 2025.

Of the total 18,651 complaints referred by the CVC, the highest number-4,110-were related to local bodies excluding the GNCTD.

Banks accounted for 1,749 complaints, followed by the Railways with 1,428 and the Petroleum Ministry with 1,318.

The Delhi Government accounted for 1,307 complaints, while 1,016 complaints were related to the Defence Ministry, according to the report.
