MRMC recommends separate High Court for State
The Mizoram Resource Mobilisation Committee (MRMC) on Tuesday batted for the establishment of a separate high court for the state, noting it would be a significant step in fulfilling the Mizoram Peace Accord provisions and make justice more accessible.
Mizoram is under the jurisdiction of the Gauhati High Court. The recommendation was made during a MRMC meeting chaired by Chief Minister Lalduhoma.
At the meeting, the members reviewed a range of administrative and fiscal reform measures aimed at improving governance, reducing expenditure, and strengthening resource mobilisation in the state, an official said. According to the committee, the proposal for setting up a separate high court had been recommended by the MRMC Sub-Committee on Administrative Reforms in 2025.
The meeting noted that creating a separate High Court would not only advance the implementation of provisions contained in the Mizoram Peace Accord but also make justice more accessible to the people of the state, the official said. The meeting also observed that sufficient land is available for setting up the separate high court, and it could reduce government expenditure in the long run.
The meeting also reviewed ongoing efforts to rationalise government manpower. It noted that the reduction of household peons hired on muster rolls attached to the chief secretary and secretariat officers has resulted in substantial annual savings.
The MRMC recommended reducing the number of orderly personnel attached to police officers to cut expenditure and ensure a more efficient deployment of police personnel, the official said.
It also stressed the need to reinforce district administration and proposed gradually transforming District Rural Development Offices into Planning and Development Wings under deputy commissioners’ offices, he said.
The committee also recommended that the MRMC Administrative Reforms Sub-Committee examine ways to strengthen manpower in deputy commissioners’ offices across districts, while keeping in mind the government’s commitment to fiscal prudence and administrative rationalisation.
