Govt plans Green Budget to protect city’s environment

The Delhi Government is examining the introduction of a Green Budget aimed at balancing economic development with environmental protection. The Delhi Government is planning to launch the initiative in a situation where the national capital faces growing challenges from pollution, climate change, and rapid urbanisation.
According to government sources, the proposed Green Budget would ensure that a significant portion of government spending and development programmes is directed towards environmental priorities such as pollution control, clean energy, water conservation, biodiversity protection, and sustainable urban development. Officials said the initiative is being considered as part of a broader strategy to make environmental sustainability a core component of policymaking and public expenditure in the city.
Sources said the primary objective of the Green Budget is to ensure that environmental considerations are integrated into government planning and spending. It would also allow authorities to clearly track how much funding is allocated to environment-related programmes and assess the impact of these investments.
Such a framework is expected to improve transparency and help the Government evaluate the effectiveness of its environmental initiatives.
The Government is studying models from several countries and Indian states that have already adopted climate or green budgeting frameworks. These systems help classify environment-related schemes within government budgets and allow policymakers to monitor spending on sustainability initiatives more effectively.
Officials said these global and domestic models are being analysed to determine how a similar approach could be adapted to the specific needs and challenges of the national Capital. Sources added that the Green Budget concept goes beyond environmental protection alone and could also create new economic opportunities.
Higher investment in sectors such as clean energy, green mobility, waste management, water conservation, and green infrastructure is expected to encourage technological innovation while generating new employment opportunities. Government officials believe that these investments could help build a sustainable economy while also addressing environmental concerns.
Delhi has already taken several steps in recent years to tackle pollution and strengthen environmental management. One of the key initiatives has been the promotion of cleaner transportation through the city’s Electric Vehicle policy, which aims to reduce vehicular emissions and encourage the adoption of electric mobility.
The Government has also been working to expand solar energy generation, promote rooftop solar installations, and increase the city’s green cover.
In addition, authorities have been focusing on improving waste management systems and implementing water conservation measures to address environmental challenges.
Officials said the proposed Green Budget would bring these initiatives under a more structured and measurable framework. Sources indicated that the Government has begun detailed consultations with experts, environmentalists, policymakers, and various departments to explore how the Green Budget can be implemented effectively.
