Gadkari launches MLFF tolling on UER-II at Mundka-Bakkarwala plaza

Union Minister for Road, Transport and Highways Nitin Gadkari on Monday inaugurated the Multi-Lane Free Flow (MLFF) tolling system at the Mundka-Bakkarwala plaza on Delhi’s Urban Extension Road-II (UER-II).
This significant upgrade introduces barrier-less toll collection, allowing vehicles to pass through without stopping. Vehicles no longer need to slow down or stop at toll plazas. The system automatically detects the FASTag linked to the vehicle and deducts the toll amount while it is in motion.
Using FASTag and Automatic Number Plate Recognition (ANPR) technology, the system aims to drastically reduce congestion, save travel time, improve fuel efficiency, and lower vehicular emissions for daily commuters in and around the national Capital.
In cases of insufficient balance, invalid FASTag, or technical issues, an Electronic Notice (E-Notice) is generated, giving users 72 hours to make the payment.
The Mundka-Bakkarwala Toll Plaza in Delhi is the second Multi-Lane Free Flow (MLFF) barrier-less tolling system in India after Choryasi Toll Plaza on the Surat-Bharuch section of NH-48 in Gujarat inaugurated on May 1.
Speaking at the inauguration, Gadkari emphasized that this is an important step toward the Government’s vision of a “zero-wait” highway network.
The National Highways Authority of India (NHAI) has already identified 17 fee plazas across nine states-including Haryana, Rajasthan, Maharashtra, and Tamil Nadu-to be upgraded to the MLFF system by September 2026. “Our goal is to make the entire national highway network barrier-free by the end of 2026,” Gadkari said.
The National Highway Authority of India (NHAI) is planning to roll out more MLFF tolling at national highway fee plazas during the current financial year.
The national rollout covers 17 fee plazas across nine states. All are aimed to go live by September 2026. These plazas are in states such as Gujarat, Delhi, Haryana, Rajasthan, Tamil Nadu, Karnataka, Maharashtra, and Assam.
An additional 108+ plazas under phase 2 will follow by March 2027.
The state-of-the-art system enables seamless toll collection without requiring vehicles to stop, using advanced technologies such as Automatic Number Plate Recognition (ANPR) and FASTag. The initiative is aimed at reducing queues and delays at plazas, saving fuel costs and travel time, besides giving better driving experience.
