From margins to mainstream: Bridging futures with AI

In an era where technology is steadily redefining governance, India’s minority welfare framework is undergoing a quiet yet consequential transformation. Under the leadership of Minister Kiren Rijiju, the Ministry of Minority Affairs is leveraging digital innovation to move communities from the periphery to the center of development. The rollout of AI-driven tools and platforms signals not just administrative efficiency, but a deeper intent to democratise access and opportunity in line with the broader vision of Prime Minister Narendra Modi’s Viksit Bharat 2047, these initiatives reflect a governance model that is both tech-savvy and people-centric.
From smart monitoring systems to multilingual AI chatbots, the State is scripting a new language of inclusion-one where algorithms quietly bridge long-standing gaps. In this unfolding narrative, technology is not merely a tool, but a catalyst for trust, transparency, and transformation.
AI and Governance
In recent years, Governments across the world have increasingly turned to Artificial Intelligence to make public administration more efficient and responsive. For a country like India - with its vast population, linguistic diversity, and complex federal structure - AI holds particular promise. It can process large volumes of data in real time, identify gaps in service delivery, and interact with citizens in their own language, something no traditional bureaucratic system could do at scale.
More importantly, AI shifts governance from a reactive model to a proactive one: rather than waiting for complaints to surface, AI-enabled systems can flag problems before they escalate. The NITI Aayog’s National Strategy for Artificial Intelligence frames this as “Artificial Intelligence for All” - using technology not as a privilege of the few, but as a tool to reach the last mile. When applied to welfare schemes and minority development, as the Ministry of Minority Affairs is doing, AI can ensure that benefits actually reach those they are meant for.
NIGRANI App for Infrastructure Monitoring
The NIGRANI App, introduced under Pradhan Mantri Jan Vikas Karyakram(PMJVK), a flagship program for minority concentration areas, blocks, and districts - is a key component for the digital push. It enables real-time tracking of infrastructure developments like roads, schools, and healthcare facilities, helping close developmental gaps across India.
The app ensures accountability, minimizes delays, and optimizes resource allocation through instant monitoring by officials, States, and communities, with features like geotagging, photo uploads, and progress reports.
Success stories from states like Nagaland, Arunachal Pradesh, Sikkim, and Tripura show how these tools address infrastructure deficiencies in
tribal and minority areas, aligning with Atmanirbhar Bharat objectives.Recent data from the Ministry’s portal shows thousands of beneficiaries empowered, with digital dashboards providing live updates on approvals and disbursals.
AI Chatbots for Citizen Services
The Ministry’s AI Chatbots offer multilingual, 24/7 support for queries on scholarships, skill programs, and welfare schemes. Powered by natural language processing and machine learning, they simplify applications, provide eligibility checks, and guide users through portals like UMEED, reducing bureaucratic hurdles. Using predictive analytics, the chatbots anticipate demands such as NMDFC loan statuses or scholarship deadlines, ensuring inclusivity for India’s six minority communities: Muslims, Christians, Sikhs, Buddhists, Parsis, and Jains.
Haj Wrist Band for Pilgrim Safety
The Haj Wrist Band advances digital modernization for the Haj Committee of India, founded in 1959. This wearable device provides GPS tracking, SOS alerts, health monitoring, and translation features, safeguarding over 1.25 lakh pilgrims expected for Haj 2026. It integrates with the Committee’s digital ecosystem for easy registration, lodging, and welfare services in Saudi Arabia, including recent developments like virtual orientation and e-passports. The focus is on public-private partnerships with Saudi authorities to ensure tech-driven safety amid growing pilgrim numbers.
The Ministry of Minority Affairs’ digital initiatives and AI integrations exemplify a tech-forward approach to equitable development. From NIGRANI’s oversight to AI chatbots’ responsiveness, Haj innovations, and waqf digitisation, these tools foster Jan Bhagidari, accountability, and efficiency. They propel Reform, Perform, Transform, Inform, realizing Prime Minister Narendra Modi’s Viksit Bharat 2047 through inclusive, transparent governance, empowering minorities in a united, developed India.
As India advances toward Prime Minister Narendra Modi’s Viksit Bharat 2047, technology is becoming the backbone of inclusive governance. The Ministry’s AI-led initiatives reflect a shift toward data-driven, citizen-centric delivery that aligns with global digital governance trends.
If guided by accountability and ethics, this model can position India as a leader in using AI not just to digitise systems, but to humanise governance and drive equitable nation-building.
