DDA warns Shakti Apartment committee for flouting norms

The Delhi Development Authority (DDA) has issued a strict warning to the Managing Committee of Shakti Apartment in Dwarka for flouting norms laid by the housing authority, which is in complete violation of the rules of the Registrar of Cooperative Society (RCS).
Sources in DDA said that the president of the managing committee of Shakti RWA society in 2017-2021 had decided to sell/allot the area of ground floor, which had come out due to the Floor Area Expansion Project as new stilt parking priced at Rs 2,00,000/- per unit.
However, these spaces had no legitimate passage for vehicular movement, as the then president of the RWA apportioned the mandatory green park contrary to the DDA-approved layout and building sanction plan as floor area ratio (FAR).
The then RWA president, Vishal Taneja, allegedly misrepresented a Supreme Court judgement of 1995 to tactfully convince the members. It is now revealed, as reported by The Pioneer earlier, that the said 1995 judgement pronounced in the case of Dr G. N. Khajuria vs DDA actually prohibits misuse of open areas, including parks, for any other purpose. The notice for allotment of these spaces was issued by Secretary Rajesh Verma of the RWA Managing Committee in 2021. Later on, vehicular movement destroyed the green park, which led to the registration of a police case in the matter.
The team of DDA officials had Shakti Apartments in October 2025 and found violations of Unified Building Bylaws-2016 and Master Plan Delhi-2021. A notice was consequently issued on October 15, 2025, for restoring the green park and submitting a compliance report.
Rajesh Verma, who is now serving as president, submitted his corrective comments to DDA vide letter dated November 02, 2025, assuring that the passage to the newly allotted stilt will be altered and the park will be restored. He informed DDA that the FAR Project is still going on, though the time limit given by DDA for FAR Project completion expired long back and the society has not applied for a completion certificate till date, informed an RCS official dealing with the matter.
DDA has apparently taken a strong note of the factual documents furnished since some of the residents have written to the authority that the contractor of the society has submitted some fake documents, including a fake NOC from the fire department.
Sources in DDA also said that the Structural Audit Report submitted by the society to DDA vide letter dated 15.02.2023 is under scrutiny for its genuineness. The structural audit of a building has to be done for the entire structure and not only the stilt area.
Although the Managing Committee charged for external paint and grass laying in Park long back from its members, according to its reply dated 02.11.2025, the FAR Project is still going on. The time permitted by the DDA for FAR completion has expired long back.
