CM Rekha holds pre-budget talks with kinnar community

Delhi Chief Minister Rekha Gupta on Friday held a pre-budget consultation with members of the kinnar (transgender) community, assuring them that their concerns and suggestions will be reflected in the upcoming Budget 2026.
The interaction, held at the Delhi Secretariat, is part of a wider exercise by the Government to engage directly with different sections of society before finalising the budget. Officials said the meeting focused on issues of employment, healthcare, housing, and social security.
The Chief Minister said the Government aims to prepare a budget that represents the needs of all sections. “The kinnar community is an integral part of society. Ensuring their dignity, safety, and empowerment is our responsibility,” she said.
Members of the community shared their experiences and outlined key challenges they face in daily life. They called for greater access to stable and dignified employment, along with skill development and job-oriented training programmes.
Healthcare emerged as a major concern during the discussion. Participants stressed the need for accessible and sensitive medical services tailored to the needs of the kinnar community. They also highlighted gaps in basic civic facilities such as housing, sanitation, and public services.
Another key demand was the expansion of social security schemes and the simplification of identity and documentation processes.
Representatives said delays and complexities in documentation often prevent them from accessing welfare benefits. Participants said addressing these issues would help members of the community integrate into mainstream society with dignity and independence.
The community also welcomed the government’s decision to provide free travel in DTC buses through the ‘Saheli Pink Card’. They said the initiative would reduce daily expenses and improve mobility, particularly for those dependent on public transport for work.
