Moving towards financial digitalization and governance reforms, Punjab Finance Minister Harpal Singh Cheema on Tuesday inaugurated three advanced IT-based financial modules — Pensioner Sewa Portal (PSP), Non-Treasury Integrated Financial Management System (NT-IFMS), and SNA SPARSH — aimed at enhancing transparency, efficiency, and pensioner welfare in the state.
Unveiling the Pensioner Sewa Portal (PSP), Cheema reaffirmed the Government’s commitment to its retired employees. The PSP is designed to streamline pension-related services, ensuring seamless pension disbursements, real-time case tracking, and efficient grievance redressal.
“With this initiative, pension cases will be swiftly processed from treasuries to banks, eliminating delays and enhancing service delivery for our pensioners,” said Cheema. The portal’s extensive database will also assist policymakers in making data-driven welfare decisions for pensioners across Punjab.
The Minister also launched the Non-Treasury Integrated Financial Management System (NT-IFMS) — a groundbreaking accounting system for deposit works in the Forest and Works departments. This module enables greater transparency in managing funds outside the treasury system; faster submission and compilation of monthly accounts at the Accountant General’s office; real-time reporting and improved financial oversight through NT-MIS, NT-Accounting, NT-Billing, and NT-Receipt sub-modules.
“This system will ensure accurate financial tracking, helping the government take better and more informed decisions,” said Cheema.
The SNA SPARSH module introduces a real-time fund transfer system for Centrally Sponsored Schemes, integrating PFMS, State IFMS, and the RBI’s E-Kuber system. This initiative will eliminate idle parking of funds in bank accounts, reducing financial inefficiencies; minimize borrowing costs and optimize Punjab’s cash flow; and improve fiscal discipline, ensuring funds are directly allocated to beneficiaries.
Punjab was selected for SNA SPARSH implementation in October 2024, and by January 2025, the state successfully onboarded nine CSS programs, making it eligible for a Rs 400 crore incentive from the Government of India.
Cheema lauded the Treasuries and Accounts, NIC, and PFMS teams for their dedication and technical expertise in implementing these critical reforms. He emphasized that these IT-driven financial modules will redefine governance, ensuring greater efficiency, fiscal responsibility, and citizen-centric service delivery in Punjab.
