Chief Minister Mohan Yadav, in his concluding address at the Assembly session, emphasized that every MLA has been urged to prepare a Vision Document. A district-level development committee will be formed to prepare this document based on suggestions from various sectors, including doctors, lawyers, and engineers. The state government will also provide the necessary funds for its implementation.
On Monday, Yadav expressed gratitude to the Hon'ble Speaker, cabinet members, the Leader of the Opposition, opposition members, and all legislators for the successful completion of the budget session. He highlighted that discussions continued until the last day, showcasing a strong democratic system. He praised the commitment of Assembly members, emphasizing that their active participation upholds the dignity of democracy.
Yadav stated that Prime Minister Narendra Modi's vision of 'Focus on Knowledge' and 'Heritage with Development' is being implemented in Madhya Pradesh. The state has approved its largest-ever budget of Rs 4.21 lakh crore. The budget for FY 2025-26 aims to boost capital investment, expand roads, irrigation, and electricity facilities, improve education and healthcare, and promote the welfare of Scheduled Castes, Scheduled Tribes, Other Backward Classes, and minorities. Additionally, attracting investment for employment generation is a key priority.
Yadav highlighted that Madhya Pradesh's per capita income has increased from Rs 11,000 in 2002-03 to Rs 1,52,000 currently and is projected to reach Rs 22.50 lakh by 2047. The development will be inclusive, with helipads planned in every Assembly constituency. The government aims to provide free solar-powered electricity to 30 lakh farmers in the next three years. Farmers are receiving higher procurement prices, with wheat priced at Rs 2,600 per quintal and paddy farmers receiving a Rs 4,000 per hectare incentive. The government is shifting from land compensation to making farmers stakeholders in development projects.
Yadav cited reports from NITI Aayog and the Reserve Bank of India, stating that Madhya Pradesh ranks first in fiscal health and quality of expenditure. Compared to the previous year, the state's capital investment in infrastructure has increased by 31%, with 17% of the total budget allocated for infrastructure development. The state's Gross State Domestic Product (GSDP) is projected at Rs 16.94 lakh crore, making Madhya Pradesh the second fastest-growing economy in India. The Gender Budget has doubled in six years, and agriculture-related sectors have also seen double the growth during this period.
The state government has launched several new schemes and infrastructure projects, focusing on public-private partnerships (PPP). Some key initiatives include the Geeta Bhavan Scheme - Rs 100 crore, Mukhyamantri Vrindavan Gram Yojana - Rs 100 crore, Aviral Nirmal Narmada Project - Rs 25 crore, Shri Krishna Pathey Scheme - Rs 10 crore, Mukhyamantri Krishak Unnati Yojana - Rs 850 crore, Mukhyamantri Dairy Development Scheme - Rs 50 crore, Hostels for Working Women - Rs 100 crore, Mukhyamantri Sugam Transport Service - Rs 80 crore, Mukhyamantri Majra Tola Yojana - Rs 100 crore, PM Krishak Mitra Solar Scheme - Rs 442 crore, Bonus for Crop Production - Rs 1,000 crore, Cow and Animal Welfare - Rs 550 crore, Stadium Construction - Rs 129 crore, Simhastha 2028 Preparations - Rs 2,005 crore, Establishment of Vedanta Peeth - Rs 500 crore, Property Development Through Private Investment - Rs 100 crore, and Mukhyamantri Samagra Parivar Samriddhi Yojana - Rs 125 crore.
