Amid pandemonium, Delhi's Lieutenant Governor (LG) Vinai Kumar Saxena addressed the first session of the newly constituted eighth Legislative Assembly of Delhi on Monday, outlining the BJP-led government's 10-point agenda.
He also reaffirmed the administration's commitment to providing financial support to underprivileged women, including `2,500 per month, `21,000 for pregnant women, six nutrition kits, and LPG cylinders at a subsidised rate of `500, along with free cylinders during Diwali and Holi. Saxena said the new Delhi government will adopt the 'Viksit Delhi Sankalp Patra' as a guiding document to fulfil the promises made to the people.
The 'Vikshit Delhil Sankalp Patra' was the BJP's manifesto for the recently concluded Delhi Assembly poll.
Its assurances included providing `2,500 per month to eligible women in the city. The 10-point agenda include corruption free efficient administration, empowerment of women, welfare of the poor, improvement in health facilities, excellent education system, world class road transport, clean and pollution free Delhi, revival of Yamuna river, clean water and regularisation of unauthorised colonies and affordable housing.
Addressing the first session of the newly elected Assembly, Saxena reaffirmed that the BJP-led administration would focus on development and follow the Viksit Delhi Sankalp Patra, the party's manifesto, as its governing framework.
"In the next five years, my government will give extensive emphasis to the 10 key areas. My government will adopt the Viksit Delhi' resolution as a policy document and will move forward in the direction of fulfilling the promises made to the common people as well as meeting their expectations.
This policy document will be the top priority of the present government. In this regard, all the department heads have been instructed to prepare a 100-day action plan and prepare a development plan," LG said.
Continuous political clashes and blame games over the past decade had hindered Delhi's progress, the LG claimed and added that the new government would work in coordination with the Centre and other states to ensure effective governance. "Prime Minister Narendra Modi's basic mantra 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas and Sabka Samman' will determine the direction of my government, Saxena said.
The LG's speech also mentioned all promises made by the BJP led Delhi government during the elections. He said his government has decided to implement 'Ayushman Bharat Yojana' in Delhi in its first cabinet meeting itself.
Under this, free treatment upto to `5 Lakh will be provided by the Central Government, and additional free treatment up to `5 Lakh will be provided by my Government. In this way, it will be ensured that every beneficiary can get free treatment up to `10 Lakh.
Saxena also reiterated promises of providing subsidised LPG cylinders, financial assistance for pregnant women, and free OPD and diagnostic services. Additionally, he announced plans to increase pensions for the elderly and widows.
The government has prepared a 100-day action plan that focuses on improving roads, sewers, water supply, and drainage systems.
Emphasising the need for change, he said that perpetuating poverty and maintaining the status quo cannot be a matter of state policy.
He assured that the government would work for the development of all sections of society, including the lower, middle, and upper classes.
Highlighting the commitment to economic growth and job creation, Saxena criticised the previous administration for relying on advertising campaigns to mask its failures. Instead, he asserted that the current government would prioritise tangible results and delivery.
Saxena said that in the first cabinet meeting itself, his Government has decided to table the reports of the Comptroller and Auditor General (CAG) of India in the Assembly, which will pave the way for knowing and removing the administrative shortcomings of the previous Government. "
In the coming few months, the first priority of my Government will be to fix the problems of roads, drains, sewer lines, health facilities and drinking water. Along with this, my Government will make the weak and corrupt Government system, which was hidden behind the illusion of advertisements, corruption-free and strong and smooth with immediate effect," he said.
