Police find NGO, political ties in Delhi bomb threats

Hinting towards a deeper conspiracy behind the bomb threats being sent to schools and several educational institutions across Delhi-NCR in recent past, the Delhi Police on Tuesday revealed link of an NGO, who opposed the hanging of terrorist Afzal Guru and has a association with a political party, with the 12th class student who had sent mails to over 400 schools.

BJP alleged that the police investigation hints towards Aam Aadmi Party’s (AAP) involvement in the case, charging that AAP chief Arvind Kejriwal is not just Delhi’s but the country’s enemy ahead of the Delhi elections.

The BJP has been targeting Chief Minister Atishi on her parents opposing the hanging of Guru. Addressing a Press conference, Special CP/Law and Order Division Zone-II Madhup Tiwari said that the minor has sent about seven threatening mails to more than 400 schools between February 12 and January 8. He also sent the mail on May 1 when about 250 schools received the hoax bomb threat creating large-scale panic and fear among both parents and children, disrupting normal lives of the public, the officer added.

The matter came to fore when the police identified a 16 year old for sending bomb threats to about 23 schools on January 8. The hoax threats were delivered through heavily encrypted email services and complex digital pathways, clearly indicating intent to conceal identity and evade detection, Tiwari said.

However, he added that considering technical complexities and advanced techniques used in sending such emails, the police started probing the role of other entities/players/associates. The police pulled out at the background of the juvenile’s family.

“We wanted to see how this child could have done all this on his own. To investigate this, we did a background profiling of the entire family. It is revealed that one NGO, which is part of a civil society group, has a significant influence at the workplace of the juvenile’s guardian. It has a longstanding association and deep connection with a political party. This NGO is known for advocacy for the political party in open public domain and questions the legitimacy of Afzal Guru’s hacking, a convicted terrorist involved in the 2001 Parliament attack,” the officer said.

He said that due to the NGO’s proximity to a political party, it raises critical questions about a possible larger conspiracy to create public unrest through disruptive tactics. “Through scientific means, digital forensic analysis and other technical surveillance and intelligence apparatus, further deep investigation is in progress to ascertain the angle of larger conspiracy, players involved (directly or indirectly) behind this sinister activity and other such hoax mails,” Tiwari said.

Meanwhile, this has led to creating a political uproar with BJP MP Sudhanshu Trivedi stating that the involvement of the NGO and its opposition to Guru’s hanging clearly links it to AAP. “Is the child only a shield for such NGOs who want to destroy the law and order of Delhi and create a state of fear for political gains? With the investigation, it is highly likely that the NGO is linked to AAP since we all know the party’s  deep links with NGO that have supported Afzal Guru and have been involved in anti national activities. Both of the parents of Delhi Chief Minister Atishi supported the clemency petition of Afzal Guru,” he alleged.

He also demanded that Kejriwal come forward and clarify the party’s relation with the NGO, stating that by not doing so they will deepen the doubt.

Delhi BJP President Virendra Sachdeva has also said the ‘AAP-da’ party will soon be fully exposed after the investigation is complete and will be ousted out of the national Capital for destroying it completely. “I would say that Arvind Kejriwal is not only the enemy of Delhi, he is also the enemy of the entire nation,” he said.

The police have registered a case under Section 351(3) (criminal intimidation) of the Bharatiya Nyaya Sanhita (BNS) along with Section 66F of the Information Technology Act, 2000.

They have also recovered a laptop and two mobile phones from the minor, which were subjected to preliminary forensic analysis, revealing conclusive and irrefutable digital evidence directly linking the accused to the threatening emails.

“Through scientific means, digital forensic analysis and other technical surveillance and intelligence apparatus, further deep investigation is in progress to ascertain the angle of larger conspiracy, players involved (directly or indirectly) behind this sinister activity and other such hoax mails,” an officer added.
