Finance Minister Rameshwar Oraon tabled a supplementary Budget of Rs 4,833.39 crore for the financial year 2024-25 amidst the disruptions. The budget will be discussed on Tuesday. Out of total budgetary allocations Women Child Development and Social Security Department has got Rs 1114 crores, Panchayati Raj Department has got Rs 756 crores, School Education and Literacy Department has got Rs 584 crores, Home Prison and Disaster Management Department has got Rs 494 crores, ST SC and Backward Class Welfare Department has got Rs 429 crores.
Meanwhile, the second day of monsoon session witnessed uproar. As soon as the proceedings of the House started, the uproar of BJP MLAs started regarding the Pakur incident. Despite the Speaker's request, the uproar of BJP MLAs continued in the well. During this, BJP MLAs were also raising the question of Bangladeshi infiltration. Sloganeering was continuously being done against the Hemant government.
As the session began at 11 am, BJP members stormed the well of the House, demanding government's response to the high court's directive to identify Bangladeshi infiltrators in the Santhal Parganas region and police's alleged atrocities on tribal students by Police at Pakur.
The initial uproar forced the first adjournment at 11:26 am until 12:30 pm. When the session resumed at 12:35 pm, chaos persisted, eventually leading to another adjournment at 12:40 pm, with the House scheduled to reconvene at 11 am the next day.
Speaker Rabindra Nath Mahto repeatedly appealed to BJP leaders to return to their seats and allow the House to function smoothly, but they continued their protests unabated. Leader of the opposition, Amar Kumar Bauri, accused the government of not listening to the voice of people, claiming that lands of two tribals were allegedly grabbed by infiltrators in Pakur. "When they raised their voices against land grabbing, they were beaten. The tribals are undergoing treatment at a hospital in Dumka," he alleged.
Bauri said when Adivasi Chatra Sangh decided to protest against Bangladeshi infiltrators, police entered KKM College in Pakur and beat them.
Leader of Opposition in the state assembly, Amar Kumar Bauri, said, "The countdown of the JMM-led ruling alliance government has started. So, we want the government's reply to several issues such as Bangladeshi infiltration, demographic change and corruption."
The six-day monsoon session of the assembly began on Friday.
Bauri alleged that the tribal population has been dwindling in Jharkhand's Santhal Pargana region, while the population of Bangladeshi infiltrators are rising but the government is silent over the issue.
“The tribal population in Santhal Pargana was at 44 per cent in 1951, which declined to 28 per cent in the 2011 census. On the other hand, the Muslim population, which was at nine per cent, rose to 22 per cent in the same period. We will seek a reply from the government about what it did to protect the tribal population in the Santhal Pargana region," he said.
The session will be upto August 2 and there will be six seatings. This will be the last session of the fifth Jharkhand Assembly before elections.
