Subsidies offered on agri equipment for crop residue management

Farmers are a priority for the Modi-Yogi double-engine government, as demonstrated by the numerous schemes launched to support them. One such initiative is the Promotion of Agricultural Mechanisation for In-situ Management of Crop Residue(CRM) scheme, which offers subsidies on agricultural equipment for crop residue management. Farmers can apply for this subsidy online from July 2 to July 16.

Under the Promotion of Agricultural Mechanization for In-situ Management of Crop Residue scheme, applications for various agricultural equipment such as super straw management system (Super SMS), Happy Seeder/Smart Seeder, super seeder, paddy straw chopper/shredder/mulcher, shrub master/rotary slasher, surface seeder, hydraulic reversible MB plough, baling machine, straw rake, zero till seed-cum-fertiliser drill, crop reaper (tractor mounted/self-propelled), self-propelled reaper-cum-binder, and custom hiring centers will be accepted from noon on July 2 until 12 midnight on July 16.

Farmers can apply online by clicking the ‘Remove Token for Subsidy on Machine’ link on the departmental portal at https://www.agriculture.up.gov.in

An OTP will be sent to the mobile number registered on the departmental portal to book the application. Each applicant can apply using only one mobile number, and the application must be submitted using either the applicant’s mobile number or that of a blood relative, as this will be verified during the process.

Under the Promotion of Agricultural Mechanisation for In-situ Management of Crop Residue Scheme, a farmer’s family (husband or wife) can purchase one or more types of equipment from the approved list within a financial year.

Rural entrepreneurs and the Farmer Producer Organisations (FPOs) are eligible beneficiaries of this scheme, which provides subsidies of up to 50 per cent on agricultural equipment for crop residue management and up to 80 per cent on custom hiring centres.

Applicants will receive information about the location, date and time of the e-lottery through various channels of the district deputy agriculture director concerned. In cases where more applications are received than the specified target within the allotted time frame, beneficiaries will be chosen according to block-wise targets via e-lottery on the departmental portal. This process will take place in the presence of an executive committee chaired by the district magistrate.

During the e-lottery, in addition to selecting beneficiaries according to the target, a waiting list will also be generated, prioritising up to 50 per cent of the target. If the target is not met initially, beneficiaries will be chosen from this waiting list in sequence based on the e-lottery results.

During the application process, farmers must pay the specified security amount online for each machine. This security amount will be refunded if the target still needs to be met or the farmer’s application is not selected in the e-lottery.

The security deposit for agricultural equipment is priced between Rs 10,001 and Rs 1 lakh is Rs 2,500. In comparison, it is Rs 5,000 for equipment with subsidies exceeding Rs 1 lakh.

Upon confirmation of selection or booking token, farmers must purchase the equipment and upload the purchase receipt, equipment photo, serial number, and related documents on the departmental portal within 30 days. For custom hiring centers, this period is extended to 45 days.

Farmers have the flexibility to purchase equipment from any listed agricultural equipment manufacturer. Subsidies will only be granted on equipment purchased through manufacturers registered on the upyantratracking.in portal. Failure to purchase the equipment within the specified time frame will result in the application being automatically cancelled.

Subsidies will be disbursed only if at least 50 per cent of the equipment’s price is paid from the beneficiary’s own account at the time of purchase.
