The Hemant government has drawn a blueprint for the all-round development of Jharkhand. The road map is also ready. A glimpse of this was also seen in the Governor's address in the House on Wednesday. It mentions everything from appointments to public welfare schemes. Employment generation has also been talked about in it. A loan of up to Rs 50 lakh will be provided under the Chief Minister Employment Generation Scheme.
It has been mentioned in the Governor's address that 60,000 teachers will be appointed in the state, 15,000 headmasters, 2,500 clerks in various offices and 10,000 police personnel in various police stations. Language teachers will be appointed on 10,000 posts with the aim of strengthening regional and tribal languages.
The state government will take the initiative to include "Ho", "Mundari", "Kudukh" and other tribal languages in the Eighth Schedule of the Constitution. Along with this, the initiative will be taken to provide 100% reservation to the tribals and natives in third and fourth class jobs by making a local policy. The fifth assembly has unanimously passed the bill to provide 27% reservation to the backward class, 28% to the tribals and 12% reservation to the Dalits and the Sarna-Tribal religion code and sent it to the Central Government for approval, which is currently pending in the Home Ministry. Every possible effort will be made to get these subjects approved by the Central Government in the upcoming term.
The right to training, insurance and pension will be ensured for all the journalists registered in the state. The fight of the investors of the state who have suffered from Sahara India will be fought with full strength on every front from the Supreme Court to every court of the state and from Parliament to the streets, until all the investors of the state are paid. The families of those Sahara victims who lost their lives or were forced to commit suicide in grief or depression will be provided financial assistance at the government level.
The government will also adopt the legal route to get back the state's dues of Rs 1 lakh 36 thousand crore lying with the Central Government and its companies. Along with giving the right to live with dignity to the families living on Khasmahal and Jamabandi lands for years, the registration and receipt of the land of the peasants settled on non-cultivated land, which was banned in 2017, will be started.
Agricultural loans will be made available to the farmers of the state at 0% interest rate. The Government of India pays very low wages to the laborers of Jharkhand under MNREGA. Along with fighting against this discrimination, the state government will support the MNREGA laborers of the state from its own funds, so that they can get a minimum wage of Rs 350 / - per day. Taking forward the Lift Irrigation Scheme started with the aim of making good use of the water of various rivers and dams located in the state, schemes worth Rs 10,000 crore will be started.
