The Economic Offence Wing )EOW) has formed two teams in the case of fraud by preparing forged documents in a conspiracy against the proprietor of Mark Construction and Consultancy and the then senior manager and branch manager of Punjab National Bank. Raids are being conducted at the possible hideouts of the accused.
According to EOW, Kishan Bisaria is the proprietor of Mark Construction and Consultancy. He had applied for a cash credit limit of Rs 2 crore on July 23, 2013 in Malik Market branch of Punjab National Bank for the project of building a multi in Surya Colony located at Banjari on Kolar Road in partnership with Surendra Tiwari and Vandana Tiwari.
A cash credit limit of Rs 2 crore was approved for the construction of a multi in Surya Colony by keeping the building material mortgaged. Surendra and Vandana's 6465 square feet plot in Surya Colony and Krishna Kumar Thakur and Ranjana Thakur's joint property located in MP Nagar Zone-2 were mortgaged as guarantor.
Later, Kishan got the credit limit converted into working capital term loan in August 2015 in connivance with PNB officers and employees. The approval for sanctioning the term loan was given by senior manager SC Agarwal. The loan was approved by chief manager Rakesh Sharma. The bank officers did not even verify the property for which the loan was sanctioned.
When the auditor verified, the building material was zero. The builder usurped the bank's money. The bank seized the property worth crores of rupees of Krishna Kumar Thakur and Ranjana Thakur and auctioned it. After investigation on the complaint of the bank manager, the EOW has filed a case against builder Kishan Bisaria, Surendra Tiwari, Vandana Tiwari, SC Agarwal, Rakesh Sharma and others.
