District Coordination Committee Meeting: Swift action on land transfer and infrastructure urged by district officials

A meeting of the District Coordination Committee was held under the chairmanship of District Magistrate cum Deputy Commissioner Ananya Mittal at the Collectorate Auditorium. The primary focus of the meeting was to enhance coordination between various departments to expedite the implementation of development schemes and ensure their completion within the stipulated timelines.

The District Magistrate emphasized the need for swift resolution of land transfer issues related to infrastructure construction, highlighting the importance of prioritizing these issues to avoid delays. The officials were directed to ensure that all schemes are completed within the set timelines, with regular monitoring of progress through field visits.

In the review of rural development schemes, the District Magistrate stressed that every village and Panchayat should have ongoing schemes, with at least five schemes operational in each Panchayat to boost employment opportunities. BDOs were tasked with daily monitoring of muster rolls and labor engagement. Detailed reviews were conducted on the progress of several key schemes, including the Birsa Harit Gram Yojana, Veer Shaheed Poto Ho Yojana, Birsa Irrigation Well Enhancement Scheme, Abua Awas, and the Pradhan Mantri Awas Yojana Gramin. Women associated with Sakhi Mandals through JSLPS were encouraged to increase their involvement in these schemes. The officials were instructed to expedite the implementation of approved schemes and ensure timely disbursement of funds to beneficiaries to facilitate the timely completion of projects.

The District Magistrate urged all officials to ensure that 100% of the funds from the 15th Finance Commission are utilized effectively. Employees were instructed to be present in Panchayat Bhawans during scheduled times to inform villagers about various schemes and help them connect to these schemes. Any issues related to drinking water and electricity supply in government schools or Anganwadi centers were to be resolved promptly through coordination between Block Development Officers and the relevant departmental officers.

In the review of the cycle distribution program, all BDOs were directed to provide bicycles to all children enrolled in class 8 as soon as possible and submit a report to the Deputy Commissioner’s office. Additionally, if any students faced issues in receiving scholarship amounts due to errors in their bank accounts, these should be resolved through coordination with the banks. Awareness about the Guruji Student Credit Card Scheme was to be raised among students, enabling them to take advantage of this scheme for higher education after class 12.

Under the PM-ABHIM scheme, the construction of building-less health sub-centers, primary health centers, and other health centers was discussed. The progress of the Panchayat level medicine shop scheme was also reviewed, with an emphasis on achieving a 100% target. Ensuring adequate availability of medicines in hospitals, the presence of doctors and staff, and maintaining cleanliness in hospital premises were also highlighted.

LRDC and COs of both subdivisions were directed to hold regular court sessions to expedite land-related cases and ensure timely execution of mutation applications. Any rejection of applications should be accompanied by valid reasons.

The meeting also included reviews of the Graveyard's Pucca Fencing Scheme, Sarna, Masna, Jahersthan and Hadgadi Development Scheme, Tribal Culture and Art Center, Forest Rights Act, and the Residential School Renovation Scheme. Instructions were given for the timely execution of applications sent to blocks for the verification and payment of the second installment to selected beneficiaries of the CMEGP. A camp mode operation was suggested for adding beneficiaries and opening escrow accounts under the Chief Minister's Livestock Development Scheme, ensuring that 100% of beneficiaries receive livestock within ten days.

A committee was formed to strengthen the Panchayat Knowledge Centers, with directives given to BDOs to enhance infrastructure in Panchayat buildings, including opening accounts and purchasing necessary materials. Regarding forest rights leases, it was directed to approve as many community leases as possible to benefit groups collectively.

Deputy Development Commissioner Manish Kumar, PD IDTA Dipankar Chaudhary, Additional Deputy Commissioner Rohit Sinha, along with officials from all district-level departments, Sub-Divisional Officers, BDOs, COs, and technical department officials attended the meeting.
