Cong submits memorandum to Hry Guv; Demands imposition of President's rule, early elections

A Congress delegation led by former Chief Minister and Leader of Opposition Bhupinder Singh Hooda on Thursday met Haryana Governor Bandaru Dattatreya and submitted a memorandum demanding dissolution of the State Assembly and imposition of President's rule and order early elections.

In the memorandum, the Congress said the BJP has 41 MLAs, and there has been no change in the strength of the Bharatiya Janata Party in the Haryana Vidhan Sabha, even though the current Chief Minister has been elected MLA from the recently held Karnal by-election. Besides its own 41 MLAs, the government has the support of one MLA of HLP and one independent. The total number of MLAs supporting the government is only 43. Whereas at present the number of MLAs in the House is 87 and the majority figure is 44.

It has been said in the memorandum that if the present government does not use horse-trading and other unconstitutional methods, then it does not have a majority in the House. “Therefore, as the protector of the Constitution, Governor should immediately dismiss the minority government and impose President's rule in the state,” the memorandum states.

The Congress urged the Governor to maintain the dignity and sanctity of the Constitution while discharging his constitutional duties. The Congress also sought orders to be passed to conduct assembly elections as per rules to provide an opportunity to the people of the state to elect a majority government.

Talking to journalists after meeting the Governor, Hooda said that a memorandum was earlier submitted to the Governor in this regard by the Congress Legislature Party on May 10. “This government should resign on moral grounds and the Governor should immediately dissolve the Assembly to stop horse trading. The Governor has assured to consider the memorandum,” the former Chief Minister said.

Haryana Congress President Udaibhan said, “The results of the Lok Sabha elections have shown that the Congress is the strongest party in the state. 42 former MLAs, former ministers, MPs and former MPs from other parties, including the BJP, have joined the Congress. Three independent MLAs supporting the government have also supported the Congress in the Lok Sabha elections,” he said. As far as Kiran Chaudhary's joining the BJP is concerned, former Chief Minister Manohar Lal Khattar himself has made a big disclosure about it. Manohar Lal Khattar said that for a long time, Kiran Chaudhary's heart was in the BJP, only her body was in the Congress. Congress Rajya Sabha candidate Ajay Maken had raised questions about Kiran Chaudhary's role in the Rajya Sabha elections at that time itself, he added.
