Amritpal parole grated with 10 conditions: No Photo or Videography, Can meet family

Even as the jailed radical Sikh preacher Amritpal Singh, who recently won the Khadoor Sahib Lok Sabha seat, has been granted parole to take his oath as a Member of Parliament on Friday, it comes with a set of 10 stringent conditions. Amritsar, who is currently lodged at Assam’s Dibrugarh jail under the stringent National Security Act (NSA), will be allowed to meet his family, but his movements will be strictly confined to the territorial jurisdiction of New Delhi — ensuring he remains under tight surveillance throughout his temporary release.

The conditions of his parole, laid down by Amritsar District Magistrate, prohibit Amritpal and his family and relatives from making any public statements or interacting with the media in any form. The measure is designed to prevent any potential misuse of his temporary release for political or propaganda purposes.

The parole, starting from July 5, comes with stringent conditions like security escort, no home visits and confining to Delhi, allowed to meet relatives but no videography, no issuance of public statement, no media interaction, among others — ensuring that his activities remain under strict surveillance during the four-day period.

Thirty-one-year-old Amritpal Singh, currently detained in Dibrugarh jail under NSA, will be brought to Delhi specifically for the oath-taking ceremony.

As per the conditions, from the date and time of his temporary release from Dibrugarh jail to his return, Amritpal will be accompanied by a number of police personnel deemed appropriate by Amritsar Senior Superintendent of Police (SSP) to ensure continuous custody and surveillance.

While Amritpal is present within the precincts of the Parliament, he will be accompanied by as many police or security personnel as permitted by the Secretary General, Lok Sabha. During the period of temporary release, Amritpal will not enter any area other than New Delhi, and his movements are strictly confined to the capital.

The upto four-day parole period, starting from July 5, includes the time required for Amritpal’s travel from the central jail in Dibrugarh to New Delhi and back. When not required in the Parliament, Amritpal will be housed at a location in New Delhi deemed appropriate by the Amritsar (Rural) SSP considering security needs.

According to the conditions, Amritpal is allowed to meet his relatives during his stay in New Delhi, as defined under Section 2 (c) of the Punjab Detenue (Condition of Detention) Order, 1981. Amritpal must refrain from making any public statements or engaging in activities that could be deemed harmful to national security.

Neither Amritpal nor his relatives are allowed to videograph any statement or circulate any such content electronically. The expenses for Amritpal’s travel, local transportation, and accommodation in Delhi will be covered by the departmental budget available to the Director General of Police (DGP), Punjab.

Amritsar (Rural) SSP will coordinate with the Secretary General, Lok Sabha, to ensure smooth compliance with these conditions during Singh's temporary release.

Details of His Travel Undisclosed

The exact details of Amritpal’s transportation to Delhi have been kept confidential for security reasons. It remains undisclosed whether he will travel by air, rail, or road. The Additional Deputy Commissioner (ADC) Gursimranjeet Kaur said that Amritpal would only be in Delhi for the oath-taking ceremony, and the logistics of his travel would be determined by the police administration.

Family Demand Punjab Visit to Thank Voters

Following the announcement of his parole, Amritpal’s parents — Balwinder Kaur and Tarsem Singh — have requested that he be allowed to visit Punjab to thank his constituents in Khadoor Sahib and address their concerns. However, given the stringent parole conditions, this request appears unlikely to be granted.

Oath-Taking Today

Amritpal’s oath-taking ceremony is scheduled for July 5. Amritpal will take his oath in the Speaker’s room in the Parliament. Alongside him, Kashmiri leader Sheikh Abdul Rashid, who has been jailed since 2017 in connection with a Jammu and Kashmir terror funding case, will also take his oath. Both individuals have received the necessary permissions from the National Investigation Agency (NIA) and other government authorities.
