Yogi for autonomous panel for selection of teachers in UP

Uttar Pradesh Chief Minister Yogi Adityanath has said that the Uttar Pradesh Education Service Selection Commission, as an integrated panel, should be formed as a corporate body by giving a unified look to various teachers’ selection commissions.

“This commission will prove useful in ensuring timely selection process of teachers, better utilisation of human resources and financial discipline,” Yogi said while reviewing teachers’ recruitment process conducted in various educational institutions here on Tuesday.

He gave necessary guidelines to the officers regarding the formation of Uttar Pradesh Education Service Selection Commission. The chief minister said separate authorities, boards and commissions have been constituted for the selection of qualified teachers in basic, secondary, higher and technical educational institutions.

“Apart from the Examination Regulatory Authority, Secondary Education Service Selection Commission and Higher Education Service Selection Commission, teachers are also being selected through the Uttar Pradesh Public Service Commission. The selection process is conducted through the Board of Management for minority institutions of higher and secondary education level, Board of Governors and Board of Directors for technical institutions. In order to make practical reforms, considering the future requirements, it would be appropriate to set up a unified commission for teachers’ selection,” CM said.

Yogi said that the Uttar Pradesh Education Service Selection Commission should become an autonomous corporate body. Guidelines will be prepared by the commission regarding direct recruitment of teachers.

In relation to the appointment of teachers, after completing the process of selection through selection test and interview, a recommendation should be made by the commission to the appointing authority for the appointment of candidates.

He gave instructions to the officials to submit necessary proposals while fixing the outline regarding the nature of the new commission, qualification of the chairman and members, powers and functions of the commission.

The chief minister said that a person holding a post like vice-chancellor of a university or having a long experience of Indian Administrative Service should be made the chairman of the commission. Similarly, senior judges and experienced educationists should be given place in the appointment of members. 

Other backward classes, scheduled castes/tribes and women and minorities should also be represented in the commission, he added.

“The Uttar Pradesh Teacher Eligibility Test (UP TET) should also be conducted through this new commission,” the CM said.

Recruitment of different categories of teachers in the council junior basic schools, non-government aided junior high schools, affiliated primary schools, non-government aided minority junior high schools and affiliated minority primary schools, government high schools/intermediate colleges, non-government aided high schools/ intermediate colleges, government and aided Sanskrit schools as well as non-government aided minority high schools/intermediate colleges should be made through the new commission, he said.

The selection process should be conducted by the newly-integrated commission in government colleges, non-government aided colleges, Sanskrit colleges and minority colleges, government engineering colleges, aided polytechnic colleges and non-government aided madrasas.

Additional Chief Secretary (CM) SP Goyal, Additional Chief Secretary (Secondary and Basic Education) Deepak Kumar, Additional Chief Secretary (Minorities Welfare) Monika S Garg, Principal Secretary (Technical Education) Subhash Chand Sharma, Principal Secretary (Higher Education) Sudhir Mahadev Bobde, Director-General of School Education Vijay Kiran Anand were present in the meeting along with senior officers.
