Vigilance to probe excess compensation for land acquisition for Rani Jhansi flyover’s construction

Authorities have launched a comprehensive investigation into alleged irregularities surrounding the construction of the Rani Jhansi Flyover in New Delhi. The investigation centers on lapses and suspected excess compensation during land acquisition, and a specially constituted committee has delved into the matter, yielding substantial findings. In a latest development, the Directorate of Vigilance of the Delhi Government on Monday apprised the Central Vigilance Commission (CVC) on the alleged irregularities in the construction of Rani Jhansi Flyover for initiating a criminal case against official separately in the matter. The vigilance department further informed that a four member committee has recommended a major penalty against senior DANICS officer Raj Kumar but his matter is being referred to National Capital Civil Services Authority (NCCSA). Kumar is a Group A officer, currently posted as Secretary, Delhi Assembly.

In a note to  the CVC, the vigilance department said a committee was formed under the auspices of the Chief Secretary/CVO, Delhi, on May 2, 2023. This committee, comprising high-ranking officials from diverse departments, including the Additional Chief Secretary of the L&B Department, the Principal Secretary of the Revenue Department, the Commissioner of the Municipal Corporation of Delhi, and the Secretary of the Directorate of Vigilance, was tasked with conducting an exhaustive investigation into irregularities associated with the construction of the Rani Jhansi Flyover.

On August 11, 2023, the committee submitted a comprehensive report outlining several significant observations and making pertinent recommendations. Some of the salient points underscored in the report include:

Oversight in Land Resumption: The report highlighted instances where land that could have been resumed was instead acquired for construction purposes. It also pointed to discrepancies in the assessment of compensation, drawing attention to cases where excessive payments were made. One such instance was the compensation awarded to National Cold Storage Limited for leased land, which the report indicated as erroneous.

Neglected Land Owning Agencies: The committee's findings revealed that certain land owning agencies were not duly notified or compensated, despite allocations outlined in awards. The report indicated a lack of communication between various authorities and these land owning entities.
