BJP state president and party Rajya Sabha MP Deepak Prakash today questioned the state government's intention on the triple test. Prakash said that the State Backward Classes Commission has not yet been fully constituted. The commission is without a chairman and on the other hand, the state government in the cabinet meeting decides to conduct a triple test from the Backward Classes Commission.
He said that this government first considers enrollment and then opens schools later. Prakash said that the intention of the state government regarding triple test is not clear. There is a fault in the policy and intentions of the Hemant government.
He said that if the intention of the state government was clear, the government would not have killed the rights of backward people in the panchayat elections. Even in the Panchayats, the backward communities would get proper representation, but this did not happen. And now even in the municipal elections, the state government is preparing to cheat the backward society.
He said that after all, what kind of triple test does this government want to conduct without the Chairman.
He said that the commission also has its own procedure. The commission will be able to decide on triple test only when it comes fully into function.
It is said that Hemant government is facing the fear of defeat in the municipal elections. The manner in which the rural people overwhelmingly won the BJP workers in the panchayat elections despite the elections not being held on party basis, the same will be repeated in the municipal elections as well. The people of the state are fed up with the anti-development Hemant government steeped in corruption and appeasement.
Few days back the road map for providing reservation to Other Backward Caste (OBC) in local bodies and panchayats has been made as the State Cabinet as it gave its nod to the constitution of State Backward Commission which will carry out a triple test for OBC categories.
It was decided to conduct a triple test for OBC reservation before the municipal elections. The State Backward Commission was given its responsibility. The commission will conduct a survey in the state and submit a report to the government, on the basis of which civic body elections will be conducted.
The triple test requires the government to complete three tasks for finalisation of reservation to OBCs in the local bodies. These include: a) To set up a dedicated commission to conduct a rigorous empirical inquiry into the nature and implications of the backwardness in local bodies, b) To specify the proportion of reservation required in local bodies in light of recommendations of the commission, so as not to fall foul of over breadth; c) To ensure reservation for SCs/STs/OBCs taken together does not exceed an aggregate of 50 per cent of the total seats.
These triple test/conditions were outlined by the Supreme Court in the case of Vikas Kishanrao Gawali vs. State of Maharashtra and others, decided on March 4, 2021.
