Battle lines drawn

Stormy debates set the tone for the winter session of Parliament as key Bills await passage

The BJP, buoyed by recent triumphs in Assembly elections, is up against a resolute Congress in the hallowed Houses of Parliament with the commencement of the winter session. The session's importance, especially for the Congress, is that it finds its dominance even within the Opposition's INDIA bloc challenged following the electoral setback and needs to restore its image. And since it is the penultimate Parliament session before the general elections, the Government wants to push as many Bills through as possible. The last session would be the budget session, with focus mainly on the Lok Sabha elections and the budget. This session has set the stage for crucial discussions and debates that will shape the nation's legislative landscape ahead of the Lok Sabha polls. Concluding on December 22, the session is poised to be eventful, with a comprehensive agenda comprising 21 Bills and a charged political atmosphere. Adding to the expected drama, the Lok Sabha Ethics Committee has recommended the expulsion of TMC MP Mahua Moitra over a 'cash-for-query' complaint and the report is scheduled to be tabled in this session. But the report was surprisingly not tabled at least till lunch time Monday though it was item number five on the day's agenda, leading to speculation from the Opposition benches. This led the Congress to raise concerns about the functioning of parliamentary committees, urging a review of rules and processes. It would be interesting to observe what happens next.

One of the focal points of the session is the introduction of three Bills seeking to replace the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC) and the Indian Evidence Act. This move signifies a overhaul of the legal framework and is likely to spark intense debates in both Houses. Another contentious move includes the Bill regarding the appointment of the CEC and Election Commissioners. The Opposition parties are expected to staunchly oppose this Bill. The list comprises 19 legislative business and two financial business Bills. The latter segment will involve the presentation, discussion and voting on the first batch of supplementary demands for grants for 2023-24. Simultaneously, attention will be given to demands for excess grants for 2020-21, accompanied by the introduction, consideration and passing of the related appropriation Bill. With a host of Bills on the agenda and political dynamics at play, the session is likely to be a litmus test for the NDA Government's legislative agenda and the Opposition's resilience. The nation will keenly observe the proceedings as the lawmakers navigate through a range of issues that will shape the nation's legal and political landscape. But the biggest question is, will Parliament function smoothly or be marred by walkouts and pandemonium? If its functioning is disrupted, it would be a big loss to the nation in general and our democracy in particular.
