Haryana Cabinet, led by Chief Minister Manohar Lal Khattar on Friday approved New
Excise Policy for the year 2022-23. The Current Excise year is applicable upto June 11,
2022.
While, for the first time ever, for the second consecutive year, there would be almost
no default in payment of licence fee. The Excise Revenue collections in Financial Year
2021-22 were Rs 7938.8 crore as against Rs. 6791.98 crore in the Financial Year 2020-
21, which is 17 percent higher.
As per the new Policy, in 2022-23, the liquor vends shall be auctioned through e-tender
of retail zones (comprising maximum 4 retail shops). Moreover, Morni added in the list
of places where bar licensees can be granted to promote tourism and adventure sport.
Bars and clubs located anywhere in the State can now seek bar licence.
Bars and retail vends can now have the flexibility to operate longer after payment of
additional fees. The basic quota of CL and IMFL shall be 1100 lakh proof litre and 650
lakh proof litre respectively, which is around 4 percent higher than last year. Besides
this, there would be no fixed quota of country liquor allotted to distilleries so the
licences will have full freedom to choose brands of any distillery. There would be a
marginal increase in the licence fee of wholesale licences of country liquor and IMFL.
In the new Policy, there is no change in the minimum retail sale price of most brands of
country liquor and IMFS except Metro liquor where there is a marginal increase. Also,
there will be no increase in Excise Duty of most IMFL brands. Rather IMFL brands
above Rs. 5000 per case shall attract slightly lesser Excise Duty in order to ward off the
challenge coming from a neighbouring State.
Aiming to attract investments and employment generation, Haryana
Aerospace & Defence Production Policy 2022 approved
To spur industrial growth in Aerospace and Defence sector and to place emphasis on
creation of end-to-end ecosystem for Aerospace and Defence sector development, the
State Cabinet accorded approval Haryana Aerospace and Defence Production Policy,
2022 to attract investments of at least 1 billion USD and generate employment
opportunities of around 25000 persons in five years and to position the state as
country’s leading Aerospace and Defence Manufacturing Hub. The Policy envisages
harnessing Haryana's inherent strength in auto components and automobile
manufacturing sector that looks forward to a possible transition into Aerospace and
Defence manufacturing across various aspects such as infrastructure augmentation,
attractive fiscal incentives, human capital development, strengthening connectivity etc.
to enhance Ease of Doing Business in the State.
Haryana Enterprises Promotion (Amendment) Rules, 2021 approved to boost
Ease of Doing Business
In order to ease the regulatory burden on the investor and to strengthen the Ease of
Doing Business, the State Cabinet approved the Haryana Enterprises Promotion
(Amendment) Rules, 2021 for implementation of reforms proposed in the Haryana
Enterprises and Employment Policy (HEEP)-2020.
Amendments in New Integrated Licencing Policy for Residential and
Commercial Uses
To ensure optimum utilization of land and integrated development of residential sectors,
the cabinet approved the amendments in the New Integrated Licencing Policy (NILP)
for Residential and Commercial Uses in Haryana. The primary aim of the New
Integrated Licencing Policy is to ensure optimum utilization of scarce and highly priced
land resources by rationalizing the existing parameters and to enable integrated
development of residential sectors.
Contractors willing to work in Haryana need to register themselves on HEW
portal
Aimed to provide a single window for contractors to bring in transparency and ease to
doing business, the State Cabinet accorded approval to a proposal regarding
Registration Rules for Contractors-2022, Haryana for registration of Contractors willing
to work with the State Government.
