Former CIMFR director PK Singh along with administrative officer D Murmu have been suspended for their alleged financial irregularities.
Singh was working as senior scientist in the institute after remitting the office of director in November 2021 and was to retire from service on December 31.But on his second last working day of his service on Thursday evening he was suspended following orders of the CISR headquarters the parent body of the institution.This is probably fisrt instance that any director of this prestegious institution of international repute has been suspended owing financial irregularities.
Distribution of honorarium,the institute gained from Intelectual property right, R and D and other, in violation to the guideline of CISR happen to be main reason of suspension order . Besides the former director was in other controversies too .
CIMFR sources said that during his five year tenure between 2017 to 2021 about Rs 178 crores were distributed among around 500+ persons of the institute in form of honorauium and incidentally he was the person among who recieved highest amounts that runs in several crores. The amount was much much higher than the entire salary and perks he recieved as director.
As per law any benificary is entitled to recieve Rs one lakh in form of honorarium or the annual salary which ever is highest in any financial year.
Besides, as director he also violated the set norms of the of distribution.
Though PK Singh was not available for comment administrative sources at CIMFR said that both persons have been the served the suspension order. With this his pension and other retirement benifits also have been put on hold.
In another move as per the CSIR instructions all those, who recieved the honorarium during the aforementioned period ,have been asked to refund the recieved sum with 12% intrest rate.
