The Uttar Pradesh government on Friday released the reservation policy for the upcoming three-tier panchayat polls in the state. Reservation by rotation will be implemented in the panchayat elections, Additional Chief Secretary (Panchayati Raj) Manoj Kumar Singh said. The reservation system in place for the elections from 1995 to 2015 will be taken into account in the new policy, he said.
As per the formula used by the government, only 27 out of the 75 seats for the zila panchayat president will be unreserved, with 16 reserved for SC, 20 for backward classes and 12 for women. So far, 826 blocks and 58,194 gram panchayats have been constituted in the state and reservation will be done keeping in mind the order of SC, OBC and women reservation in previous elections.
Earlier this month, the The Allahabad High Court had directed the State Election Commission to ensure that the panchayat elections were completed by April 30.
The post of chairman of the district panchyat in Kanpur Nagar, Auraiyya, Chitrakoot, Mahoba, Jhansi, Barabanki, Jalaun, Barabanki, Lakhimpur Kheri, Rae Bareli and Mirzapur, has been reserved for the Sc community.
The district panchyat chairman post in Shamli, Bagpat, Kaushambi, Sitapur and Hardoi has been reserved for the SC women while Sambhal, Hapur, Etah, Bareilly, Kushinagar, Varanasi and Badaun have been reserved for the OBC women. Azamgarh, Ballia, Etawah, Farrukhabad, Banda, Lalitpur, Ambedkarnagar, Pilibhit, Basti, Sant Kabir Nagar, Chandauli, Saharanpur, Muzaffarnagar district panchyats have been reserved for the OBCs.
The post of chairman of district panchyat Kasganj, Ferozabad, Mainpuri, Mau, Prtapgarh, Kannauj, Hamirpur, Bahraich, Amethi, Ghazipur, Jaunpur and Sonbhadra have been reserved for women.
The post of chairman district panchyats in 27 districts will be unreserved. The districts are Aligarh, Hathars, Agra, Mathura, Pryagraj,Fatehpur, Kanpur dehat, Gorakhpur, Deoria, Maharajganj, Gonda, Balrampur, Shravasti, Ayodhya, Sultanpur, Shahjahanpur, Siddarthnagar, Moradabad, Bijnor, Rampur, Amroha, Meerut, Bulandsahar, Ghaziabad, Gautambuddh Nagar, Unnao and Bhadohi.
Education will not be an issue and elections will be conducted like previous years. District-wise reservation for the 826 blocks will be declared by the government. The process will also be issued at the same time. The DM will publish the list of reserved seats and their allocations, which is how many seats will be reserved and the names of those seats, for pradhans, gram panchayat and zila panchayat between March 2 and 3. From March 4 to 8, claims and objections will be entertained by the State Election Commission. After the objections are disposed of, a final list will be issued between March 10 and 12.
