Two sections to control mosquito menace in city?

Ranchi Municipal Corporation (RMC) is learnt to have instructed two different sections — the health section and cleanliness section to separately work for mosquito control, said sources.

As per the order issued months back, the medical officer Dr Kiran Kumari is responsible for the larvae control whereas assistant municipal commissioner Sheetal Kumari has been placed in the charge of mosquito control.

Earlier, the health section of the RMC was entrusted with overall mosquito control. Assistant municipal commissioner Sheetal Kumari is seemingly heading the cleanliness section for the purpose of mosquito control. The section and purchase of pesticide is under control of the cleanliness section. 

Such a division of work has left many in the RMC baffled as sources said that there is a lack of coordination between both units. “Health section will kill larvae and the cleanliness section will kill mosquitoes. It is a waste of time and resources. There is no meaning of involving two units,” said an RMC source aware of the development.

“Larvae developing in mosquitoes are a biological process. Now imagine either the health section or cleanliness section doesn’t work properly and there is an outbreak of vector borne disease, how will you fix responsibility,” the source added.

On the basis of data analysis the medical experts decide larvae and mosquitoes are less resistant to which molecule. The decisions are based on field verification and research. But the selection and purchase of pesticide has been left to the administrative section. Few years back when there was an outbreak of dengue and chikungunya in Ranchi and the High Court was regularly pulling up the RMC the similar issue was discovered that pesticide in use was no more effective.
