Fire safety rules should be strictly followed: Minister’

Urban Development and Housing Minister Bhupendra Singh has said that the fire safety provisions laid down by the administration should be strictly followed. The provisions of the Land Development Rules-2012 have been amended in September -2020 to make the provisions related to fire-safety more appropriate.

Commissioner Town and Country Planning Ajit Kumar informed that the responsibitlity of building owners has been defined for fire safety. No kitchen will be permitted in terraces or basements. Inflammable material cannot be stored on roofs. No temporary roof over roof or balcony using FRP (fibre reinforced plastic) will be allowed. Inflammable construction materials such as wood, foam paneling, carpets, etc. will not be used in paths, corridors or stairs.

A gas bank should be established according to the standards laid down in the National Building Code (NBC). In commercial and other buildings, the main electrical panel and D.G. change over and main supply panel cabinet, clean agent, gas fire must be protected with suppression system. Natural or mechanical arrangements should be made for ventilation of smoke in the stairs and corridors of all the floors. Fire audit of the buildings mentioned in the National Building Code will be done once a year. The owner of the building will submit a fire-fighting audit report by June 30 of each financial year.

Provision of fire protection engineer has been made for strict implementation of fire safety norms and for preparing fire safety audit report. A fire protection engineer will be required to have 3 years experience in this field with a bachelor's degree in fire fighting engineering or technology from a recognised Indian or foreign university. The fire protection engineer will be capable of works related to fire safety and fire audit of all types of buildings, which are covered under National Building Code Part-4.
