Chhattisgarh Chief Secretary R.P. Mandal on Thursday reviewed the Godhan Nyay Yojana and told all District Collectors to pay cow dung sellers and other beneficiaries positively within 15 days, with the first payment's deadline put at August 5.
This is the vision of Chief Minister Bhupesh Baghel, the Chief Secretary said over video conferencing.
The first payment to beneficiaries under the scheme should be anyhow done by August 5," an official statement quoted him as saying. Bank accounts of all the beneficiaries who sell cow dung should be opened by August 1. Accounts of all Gothan samitis should be in cooperative banks.
He said that to ensure timely payment, a high-level committee has been set up under the Chairmanship of Additional Chief Secretary (Finance) Amitabh Jain. All the officials will monitor the progress of online payment to cow dung sellers in coordination with the respective District Collectors.
Mandal directed officials to create a permanent system of payment to ensure that the beneficiaries get the value of the cow dung sold by them within 15 days in their bank accounts.
He sought proper arrangements for the safety of the dung purchased. He said the vermi stitches and vermi beds should be made in Gothan and high-quality vermi compost should be prepared in them.
The field officers of various departments should be made nodal officers for the Gothans in the districts to monitor the cow dung procurement and vermi compost preparation process. These officers should be given charge of four-five Gothans.
Saplings of trees should be planted in all Gothans, he added. These should include mango, banyan, peepal, bahera and other such trees.
