South Delhi Municipal Corporation (SDMC) signed a ‘Memorandum of Understanding’ (MoU) with Indian Oil Corporation and NTPC limited to develop waste to energy facilities at Okhla landfill site. In this project, 50 tonnes of waste per day (TPD) ‘Refused Derived Fuel’ (RDF) waste will be processed daily to convert waste into electricity. Such innovative undertaking will definitely reduce accumulation of municipal solid waste at landfill sites and will pave the way for remediation of legacy waste.
The plant will process 50 tonnes per day of RDF feedstock and is expected to be set up within 14 months, a senior SDMC official said, adding that it will produce about one MW of electricity which will be sold to SDMC.
In order to ensure an effective coordination between the parties, a joint coordination team will be formed immediately upon execution of this MoU. “The JCT shall be responsible for coordination and monitoring the progress of activities as agreed in this MoU and for facilitating support between the parties,” he said.

Talking about role of the parties, the official said that Indian Oil will facilitate technology options to develop the plant as well as identify technology partner for engineering procurement construction (EPC).
However, NTPC will facilitate technology review for electricity generation and evacuation of plants, as may be required, he said.
The south Corporation will provide land of around one acre in Okhla landfill site for setting up of the facilities. “The civic body will also provide RDF of requisite quantity as per design capacity besides facilitating all statutory approvals for setting up of the plant and other utilities such as water/electricity/approach roads,” he said.
SDMC Commissioner Gyanesh Bharti informed that this innovative project will address the problem of disposal of Municipal Solid Waste (MSW). Under this project, the plant will process 50 tons per day of RDF segregated from MSW to produce one MW of electricity. “SDMC will purchase the power generated from the plant at a mutually agreed rate. He further informed us that we will be able to save an amount of Rs.2.6 crores due to the purchase of power from the proposed plant,” he said.
The Commissioner further informed that investment of 50 per cent each by the Indian Oil and NTPC towards the capital cost in setting up of the plant through a consortium. Indian Oil will facilitate the technology for the plant and identify technology partner for Engineering Procurement Construction (EPC) of the Plant and will handle the whole operation of the proposed plant.
“The NTPC will facilitate technology review for electricity generation and evacuation,” he said.
SDMC Mayor Anamika stated that SDMC has been working vigorously to boost waste processing and its efforts are not just symbolic but are result oriented. “This unique initiative will definitely help SDMC in achieving 100 per cent waste processing,” she added.
Union Minister Dharmendra Pradhan said that Delhi generates 10000 tonne waste every day and managing and processing the entire quantity of waste is a daunting challenge. He appreciated the efforts of SDMC in establishing relevant and much needed plants which will go a long way in production of enriched organic manure, generation of electricity and treatment of effluent water.
Union Minister of Petroleum and Natural Gas Dharmender Pradhan, Union Minister of Power R K Singh also lauded the endeavour of SDMC for setting up of this plant.
