State Assembly Speaker Surjya Narayan Patro on Sunday adjourned the House sine die ahead of 30 scheduled business days of the Winter Session, which ran only for 10 business days.
Government Chief Whip Pramila Mallik moved a proposal for adjournment of the House for an indefinite period, which was supported by BJD member Amar Prasad Satpathy and Parliamentary Affairs Minister Bikram Keshari Arukha.
Opposing the ruling party’s proposal, Congress member Tara Prasad Bahinipati said there were lots of issues to be discussed while debates on adjournment notices were yet to be held. The Government did not take the Opposition into confidence on the sine-die adjournment proposal. There was a need to run the House for a few more days, he stated.
In afternoon, the House passed the First Appropriation Bill of Rs 11,700 crore for 2020-21 amid the ruckus.
Replaying to the debate on the Bill, Finance Minister Niranjan Pujari said the funds would be utilised for Covid-19 management, welfare schemes and developmental projects.
He said Rs 7,199 crore is meant for development spending, which is 97% of the Programme Expenditure and priority is given for social and economic development.
