The Jharkhand State Building Construction Corporation Ltd. (JSBCCL) was formed under the State Building Construction Department with the aim to offer sustainable, innovative and cost effective services in the State. Secretary of building construction department cum managing director of JSBCCL, Sunil Kumar spoke with The Pioneer about the corporation’s mission, vision, ongoing work, future plans and challenges.
What are the work and objectives of the corporation?
The corporation is an undertaking of the State government and is engaged in building construction projects of various departments. Currently we are implementing construction under various schemes across all the 24 districts of the State. The objectives includes everything, right from preparing DPRs to evaluating it, selecting execution agencies and implementing the schemes in time bound manner ensuring good quality construction.
JSBCCL is very pro technology. What have been the best practices adapted by JSBCCL to ensure timely and quality construction?
The process of e-tendering has been introduced which helps streamlining procurement, save money and maintain transparency. The management information system is open for general public along with the stakeholders on the website so they can see the works too. Implementation of GPS tracking and geo fencing capabilities is also being explored which will establish time target for employees and mobile fleets. The works and accounts management system covers the entire cycle of a construction project right from inception to completion, online.
How did the corporation deal with the problem of re tenders and reduced the time of DPR clearance?
A major change we brought about was to include clearance from all the departments at the DPR preparation stage. We now get everything examined in the beginning from IT department, drinking water and sanitation, electricity and others. The technical feasibility of DPR is also checked.
What are the upcoming projects undertaken by JSBCCL?
We have four new hospital buildings with 500 beds capacity coming up in Palamu, Dumka, Hazaribag and Jamshedpur with the budget of Rs. 2000 crore along with two new medical colleges in Koderma and Chaibasa. The work on construction of a number of university buildings including Bindo Bihari Mahato University, Raksha Shakti University, Nilamber Pitamber University and many degree colleges, model colleges and women’s colleges is ongoing. The corporation is also constructing a number of buildings for school education and literacy department including 57 Balika Awasiya Vidyalaya, 89 girls’ hostels, 23 model schools, 11 primary teacher’s training centres and more.
A number of projects of tourism, art, culture, sports and youth affair department have also been undertaken by the corporation. Can you shed some light on that?
We are developing tourist spot at Patratu Dam which will include pathway and water sports facility. Work is also being done at Hundru falls, Panchaghagh Falls and Jonha falls.
The development work is ongoing at Ulihatu and Dombari Buru, places related to Birsa Munda. Apart from this development of religious tourism spots including Deoghar, Rajrappa and Maa Chhinnamastika temple is also being done.
What have been the achievements of the corporation? How many projects have been completed?
The corporation has successfully tender 470 schemes and completed 288 schemes for various departments. Some of the departments whose schemes have been completed are health, higher education, agriculture, school education and tourism.
