Hry to install solar plants in educational institutions, jails, hospitals

The Manohar Lal Khattar Government in Haryana has drawn up an ambitious plan to switch to solar installations and energy saving measures in educational institutions, jails, district hospitals and religious sites in the state.

Through roof top solar projects, the Haryana Government intends to install a total cumulative capacity of 113.6 MW in the current fiscal 2019-20.

In its action plan 2019-20 to promote the usage of solar power and energy saving measures in various sectors, the State Government has proposed that about 1700 lakh units of electricity may be generated annually from solar energy through the capacity of 113.6 MW roof top solar installations.

As per the target set for current fiscal year for roof solar power projects, 12 MW cumulative capacity with state budget of Rs 1790 lakh is proposed in private sector, 10 MW capacity in private sector with Central financial assistance, 60 MW capacity without subsidy in private section, 20 MW capacity under RESCO mode (Build, Own, Operate & Transfer) and 10 MW on CAPEX mode (owner bears capital expenditure) mode in government sector and 1.6 MW capacity in gaushalas (cow shelters) with state budget of 919 lakh.

Apart from this, a total capacity of 800 MW ground mounted solar power projects including 500 MW for private sector is also planned to be installed during the current financial year and generate about 8000 lakh units of electricity through this.

Under the solar inverter charger programme, 250 such systems of 300 watt and 150 systems of 500 watt (18 per district) is proposed to be installed this year. A total of 150 KW systems are to be installed which lead to generation of 219000 units of electricity annually, as per the action plan.

A target has also been set to install 10000 of LED solar street lights by March 2020 which will benefit about 100000 households and 500000 people in Haryana.

“The aim of chalking out the action plan 2019-20 is to produce energy using solar energy by the consumers to reduce their electricity bills and also, to achieve the solar RPO (renewable purchase obligation) target of DISCOMs,” said an official of the Department of New and Renewable Energy, Haryana.

He said that a total of seven solar parks have also been approved in the state.

“We are involving schools and panchayats to spread awareness and promote the usage of renewable energy and energy efficient devices. During the financial year 2019-20, LED village campaign will also be organised in all villages of Nangal Chaudhry block, Mahendragarh and Hatin block, Palwal. The Department has decided to distribute 128472 LED bulbs to 64236 households under this,” he added.

The official said that energy audit of 10 buildings or industries will also be facilitated by the Department to identify the areas where excess energy consumption or wastage of energy is taking place.

Under its action plan 2019-20, the State Government has also proposed to implement energy saving measures in rural area government schools. The project will be implemented in 220 government schools by selecting 10 schools each in districts of the state.

To avoid conventional generation capacity of 1168.2 KW and inculcate habit of use of energy efficient devices among students, the Department of New and Renewable Energy will

ensure that these 220 schools switch to LED bulbs, LED lights and five star rated fans this year.

For implementation of energy saving measures, District Karnal Jail has been selected and later, the project will be extended to other jails as well. Similarly, all district hospitals will implement energy saving measures aiming to avoid conventional generation capacity of approx 100 KW this fiscal year. Replacement of conventional appliances with energy efficient appliances is also proposed in municipal offices and religious sites like Brahma Sarovar among others in the state.
