UP Govt approves Rs 943 cr seed capital for Ghaziabad’s Harnandipuram Scheme

The Uttar Pradesh Government has approved the remaining seed capital of Rs 943.37 crore for the Ghaziabad Development Authority’s Harnandipuram Scheme under the Chief Minister Urban Expansion/New City Promotion Scheme.
This funding, set for the 2026-27 financial year, will help with land acquisition and building infrastructure. The approval was made official in a Government order on July 31, 2026.
The Harnandipuram Scheme is a large residential township planned by the Ghaziabad Development Authority. It will cover about 501 hectares across eight villages: Mathurapur, Shamsher, Champat Nagar, Bhanera Khurd, Nagla Firoz Mohanpur, Bhovapur, Shahpur Nij Morta, and Morta. Work is underway to start the first phase of development on around 48 hectares.
The project will offer housing in a planned township with roads, water supply, sewerage, electricity, rainwater harvesting, green areas, and community facilities.
The Government Order requires the following rules for environmental protection, groundwater conservation, technical approvals, quality control, and all legal requirements.
The approved funds must be used as planned, and the project will follow set financial and technical standards. Land will be acquired in accordance with the relevant laws and procedures.
The Harnandipuram Scheme is near Raj Nagar Extension in the Delhi-NCR region. The site is linked to the Namo Bharat Corridor, Metro network, main expressways, and the planned Outer Ring Road. The GDA says that with financial approval from the State Government, work on the Harnandipuram Scheme should move faster. Once finished, the project will offer housing and civic facilities to residents and help with Ghaziabad’s urban growth.
