Govt to roll out property Aadhaar cards, land records bill: CM
Chief Minister Rekha Gupta announced on Thursday that the Delhi Government is preparing the Land Records Bill, 2026 and planning to introduce property Aadhaar cards for each property in the city.
Once the law comes into force, every property in Delhi will undergo a scientific survey and a comprehensive digital record will be created. Each property will then be assigned a unique ‘Property Aadhaar Card’. A special session of the Delhi Legislative Assembly will be convened for the Bill.
The Chief Minister said the initiative draws on the model of the Aadhaar card, which gives every citizen a trusted form of identity. She said every property in Delhi will similarly get a secure and authentic digital identity, making land records more transparent and technologically sound.
The move builds on a pilot project already completed under the Central Government’s SVAMITVA scheme. In its first phase, the Delhi Government prepared smart property cards for 30 rural villages using drone surveys and technical support from the Survey of India. Officials said the pilot succeeded in creating authenticated property records for rural areas and cutting down the scope for future land disputes.
Lal Dora areas — village habitation zones marked in red ink in revenue records, used for both agricultural and non-agricultural purposes with certain construction restrictions - have long lacked systematic, authenticated property records.
The new Bill will extend this exercise well beyond villages. It will cover every residential, commercial and other category of property across urban Delhi as well. A separate digital record will be created for each floor of every building, so that no property is left outside the survey.
The Chief Minister said the absence of a systematic land records system has for decades created problems for residents trying to prove ownership, complete property transactions, settle inheritance matters, secure loans, get building plans approved, or resolve pending court disputes. She said the new digital records will remove this ambiguity, improve transparency and reduce disputes linked to land ownership. The Chief Minister described the project as more than a record-keeping exercise, calling it a foundation for Delhi’s future digital governance system. She said the records, built using drone surveys and digital mapping, will help the Government offer more reliable and efficient services to citizens going forward.
The Chief Minister explained that the SVAMITVA property card system relies on advanced digital technology developed with technical support from the Survey of India, combined with drone-based surveys. The same technology will now be used across Delhi to prepare the Property Aadhaar Card for every property in the Capital, marking what she called a new era in land records management. She added that the Delhi Land Records Bill, 2026 is currently going through the approval process after detailed review by a Group of Ministers. Once enacted, the legislation will assign a Unique Property ID to every property in Delhi through its Property Aadhaar Card.
The Government has not yet announced a timeline for when the citywide survey will begin or when the special Assembly session will be held. Officials are expected to release further details once the Bill clears the remaining stages of approval.
The initiative marks one of the most ambitious urban land record reforms attempted in the Capital, aiming to bring millions of properties, from single-floor homes to multi-storey commercial complexes, under one unified digital system for the first time. So far, 12,232 properties have been surveyed, of which 8,423 (nearly 69%) are dispute-free, with all surveyed properties in South and North West districts fully resolved. Records will eventually be integrated in real time with the Delhi Online Registration Information System (DORIS).
