EOW arrests man in forgery, fraud cases

The Economic Offences Wing (EOW) of the Delhi Police has arrested a man wanted in two cases involving alleged forged Government documents and financial fraud after tracking his movements across Mumbai and Gujarat, an officer said on Sunday.
Kushal Samir Mehta was apprehended from Borivali railway station in Mumbai on October 1 following surveillance and field verification, the EOW said in a statement.
Mehta is an accused in an FIR registered in 2022 at the EOW and another case registered in 2025; it read.
The 2022 case was registered on a complaint by a Senior Accounts Officer of the Ministry of Finance regarding alleged attempts to encash Government payments using forged sanction letters, treasury instruments and other documents.
The questioned documents related to payments of Rs 7.62 crore in favour of one company and Rs 11 crore in favour of another. Verification found the documents to be fabricated, and the payments were not released, read the statement.
In the 2025 case, a Gujarat-based businessman alleged that Mehta claimed access to Government departments and could facilitate Government-related work and the recovery of funds. The complainant alleged that he was induced to pay around Rs 3.12 crore based on purported Government documents and assurances.
Police said Mehta had allegedly provided documents presented as communications or orders from various Government departments and agencies, along with purported court documents, treasury cheques, and demand drafts.
The EOW team began tracking Mehta after he allegedly failed to join the investigation despite notices and court-issued non-bailable warrants.
“Technical surveillance showed his movement from Mumbai towards Palitana, Bhavnagar, Ahmedabad and Vadodara. The team tracked his subsequent return to Mumbai by train and coordinated with the Railway Protection Force. Mehta was identified and apprehended from a train,” read the statement of the EOW.
A court in Mumbai granted transit remand, following which he was brought to Delhi. The Patiala House court has granted four days of police custody till October 7. Police said they are also verifying his alleged role in two other forgery-related cases registered in Mumbai. Further investigation is underway.
