Parvesh Singh calls for citizen-centric governance

Delhi Water and Public Works Department Minister Parvesh Sahib Singh on Sunday directed Zonal Revenue Officers to strengthen public outreach, maintain transparency, and ensure government services reach every household across the capital. Chairing a review meeting at Varunalaya, the minister told officers that governance could succeed only when citizens directly experience the benefits of government schemes and welfare programmes in their daily lives.
The meeting focused on improving field-level administration, strengthening coordination among departments, and making governance more responsive to public needs. Addressing Zonal Revenue Officers, Singh said government officials must maintain regular contact with residents and actively engage with local communities instead of limiting their work to offices.
He instructed officers to visit local areas frequently, understand public concerns, and ensure that eligible citizens are not deprived of government services because of a lack of information or administrative delays. “The real test of governance lies in what people experience in their everyday lives,” the minister said during the meeting. He added that every citizen should be aware of the facilities and services being provided by the government and should know how to access them without unnecessary difficulties.
The minister stressed that officers should work with honesty, accountability, and complete transparency while carrying out their responsibilities. According to officials present at the meeting, Singh emphasised that public trust in government institutions depends on responsive administration and regular interaction between citizens and officials. He said officers should act as a direct link between the administration and the public so that grievances are addressed quickly and effectively.
The minister also highlighted the importance of improving communication between departments and strengthening field-level governance mechanisms to ensure better service delivery across Delhi. Officials said the review meeting covered issues related to public outreach, grievance redressal systems, and monitoring of government schemes at the local level.
Singh directed officers to adopt a more proactive approach in resolving public complaints and ensuring that welfare initiatives reach intended beneficiaries on time. He also asked officers to maintain sensitivity while dealing with citizens and ensure that administrative procedures remain simple and accessible.
According to the Delhi Government, the objective of the meeting was to improve coordination among administrative units and make government systems more citizen-friendly. The minister stressed that people should feel the government’s presence in every locality through visible and efficient public services. Officials were told that building trust between citizens and the administration requires continuous engagement and prompt response to local issues.
The meeting also reviewed ways to improve monitoring systems and strengthen communication between zonal officers and local residents. Singh said government officers must work with dedication and commitment because public service carries a responsibility towards citizens. He further said that welfare measures and infrastructure services can achieve their purpose only when they are implemented effectively at the ground level.
