IPS Veenu Bansal posted to Delhi Police Headquarters
Joint Commissioner of Police Veenu Bansal is no longer serving as Joint CP (Security) at Rashtrapati Bhavan. The 2004-batch IPS officer from the AGMUT cadre has now been posted to Delhi Police Headquarters. This change took effect immediately after an order was issued late on August 5, 2026, by Joint CP SK Jain, Officer on Special Duty to the Delhi Police Commissioner.
Bansal is from Punjab and has a B.Tech degree. Before joining the Indian Police Service, he worked briefly at ONGC. He became responsible for security at the President’s Estate in October 2024, a job that requires working with different agencies to handle security and ceremonial duties for the President of India.
Senior Delhi Police sources say that several alleged incidents of misconduct led to Bansal’s sudden transfer. One key issue was his reported use of the ‘Blue Book’, India’s confidential protocol manual for VIP security and ceremonies, during a disagreement with senior Army officers.
He reportedly wrote a formal letter about the ‘Blue Book’ concerning an Army officer, which caused tension between police and military staff at the President’s Estate. He is also accused of giving instructions to subordinates that were seen as unacceptable.
There are also claims that Bansal misused official facilities. Sources say he often allowed personal acquaintances to use the President’s Estate golf course, which is normally closed to outsiders for security reasons. He also reportedly brought a family member to an official event meant only for officials.
These actions, along with reports of inappropriate behaviour toward staff, led many Rashtrapati Bhavan employees to take leave to avoid him. This is not the first time Bansal has been involved in controversy. He was previously removed from his role as Deputy Commissioner of Police in Delhi’s North East District after similar problems.
Officials appear unwilling to tolerate such behaviour in key positions.
Authorities have not provided a detailed public explanation for the transfer, which is typical for internal matters. Still, the decision shows a strict approach to any breaches of protocol or conduct at Rashtrapati Bhavan, where security and coordination are very important. After Bansal’s removal, IPS officer A.V. Deshpande from the 2006 AGMUT batch has taken over as Joint CP (Rashtrapati Bhavan).
This incident shows the special responsibilities of officers who protect the heart of India’s democracy. Manuals like the Blue Book are designed to prevent confusion and help the Army, police, and civil agencies work together smoothly. Any lapse in conduct, use of facilities, or relations between services can weaken the discipline needed in these roles.
While Bansal waits for further instructions at police headquarters, this case shows that even senior officers with awards and recognition must meet the high standards of public service.
“The quick response aims to restore order and make it clear that no one is above the rules that protect the country’s top office, sources in PHQ said.
