Delhi’s per capita income zooms to INR 5.31 lakh, ranks 3rd in Country

Confirming Delhi’s place among the richest States/UTs in the country, the Capital’s per capita income is now INR 4.92 lakh, expected to reach INR 5,31 lakh as per Advance Estimate, placing it at No 3 spot after Sikkim and Goa, according to the latest Economic Survey of Delhi 2025-26, presented by Chief Minister Rekha Gupta in the Delhi Assembly on Monday.
In absolute GDP, Delhi ranks 11th in India. Its economy is much larger than that of Kerala, Haryana, Bihar, Odisha, Punjab and Assam. Apart from this, Delhi’s economy is like the advanced economies of Western Europe and America. Delhi’s high income is largely linked to two factors: its skewed share in population and economic activities, and its economy being services-based like advanced countries. As per the report, Delhi’s per capita income (at Constant Prices) is estimated to be 2.5 times higher than the national level during 2025-26.
The per capita income of Delhi at current prices reached at the level of INR 49,2592 in 2024-25 as compared to INR 45,7708 in 2023-24. The Advance Estimate of per capita income of Delhi at current prices during 2025-26 is estimated at INR 53,1610, registering a growth of 7.92 per cent over the previous year. “The per capita income of Delhi at constant prices was estimated at INR 28,5207 in 2024-25 as compared to per cent27,2950 in 2023-24. The Advance Estimate of per capita income of Delhi at constant prices during 2025-26 is estimated to reach at INR 30,5433, registering a growth of 7.09 per cent over the previous year”, the report said.
According to the report, Delhi’s economy has a predominant Service Sector with its share of contribution to Gross State Value Added (at current prices) at 86.32 per cent during 2025-26, followed by the contribution of Secondary Sector (12.88 per cent) and Primary Sector (0.80 per cent). The tertiary sector plays a pivotal role in the State economy, both in terms of employment generation and contribution to State Income.
“The Advance Estimate of GSDP of Delhi at current prices during 2025-26 is likely to attain a level of INR 13,27,055 crore, which is at a growth of 9.42 per cent over 2024-25. The Advance Estimate of GSDP of Delhi at constant prices during 2025-26 is recorded at INR 7,76,479 crore, showing a growth of 8.53 per cent over 2024-25. With the economy’s return to normalcy brought closer by the successful mega vaccination drive in Delhi, hopes of a robust recovery in the services sector, consumption and investment have been rekindled. In the years 2021-22, 2022-23, 2023-24 & 2024-25, a recovery of real GSDP of Delhi with growth of 7.20 per cent, 7.40 per cent, 9.63 per cent & 6.23 per cent respectively is based on a low base effect and inherent strengths of the economy,” the report said.
The report highlighted that Delhi’s outstanding debt at the end of March, 2025 was INR 30,556.54 crore, including the non-plan loan received during 2013-14 from the Government of India for meeting the outstanding liabilities of DVB/DESU amount of INR 3,326.39 crore and Chandrawal Water Treatment Plant (Delhi Water Supply Improvement Project Aided by JICA) amount of INR 447 crore. Thus, the outstanding debt of the Delhi Government constitutes 2.30 per cent of GSDP during 2025-26.
As a result of the outstanding debt, the Delhi Government has paid an amount of INR 2,666.08 crore as interest and a total of INR 4,914.32 crore as repayment of principal to the Government of India during 2024-25.
The Delhi Government recorded a Fiscal Deficit of INR 3,934.15 crore in FY2023-24 as compared to a Fiscal Surplus of INR 5,724.12 crore in 2024-25. Chart 4.9 indicates the fiscal deficit/surplus as a percentage of GSDP during 2014-15 to 2025-26 (BE). However, the Government has projected the fiscal deficit of INR 13,702.95 crore during 2025-26 (BE), which is 1.03 per cent of GSDP. The fiscal deficit in 2025-26 (BE) is mainly on account of an increase of more than double (145 per cent) in capital expenditure over 2024-25. The capital expenditure which was only INR 11,485 crore in 2024-25(Prov) has been increased to INR 28,115 crore in 2025-26 (BE). The Capital Expenditure is developmental, and it has been appropriately attuned to the needs of the capital city of India.
The report said the fiscal deficit is within the accepted limits of 3 per cent of GSDP. It may be seen that Delhi is budget to have a Fiscal Deficit of INR 13,703 crore in BE 2025-26, which is mainly on the account of increase of more than double in capital expenditure over 2024-25. The capital expenditure which was only INR 11,485 crore in 2024-25 (Prov) has been increased to INR 28,115 crore in 2025-26(BE).
The total Revenue Collection of Delhi Government was INR 81,545.83 crore (6.14 per cent of GSDP) in 2025-26 (BE) as against INR 62,232.85 crore (5.13 per cent of GSDP) during 2024-25 (Prov).
