Delhi Introduces Stricter Digital Traffic Challan System; Ignoring Fine for 45 Days to Mean Automatic Acceptance

The Delhi Government is set to introduce a stricter and fully digital traffic challan system aimed at improving road discipline and ensuring quicker resolution of traffic violations.
Under the proposed framework, vehicle owners will get 45 days to either pay the challan or challenge it through an online grievance portal. If no action is taken within this period, the challan will automatically be treated as accepted by the motorist.
The revised system is expected to be implemented through amendments linked to the Central Motor Vehicles Rules, 1989.
One of the key changes is that motorists will no longer be allowed to directly approach courts to dispute challans. Instead, they must first use the online grievance redressal mechanism, where supporting documents and objections can be submitted digitally within the prescribed timeline.
If the challenge is rejected, the vehicle owner will have 30 additional days to pay the fine or approach the court after depositing 50 per cent of the challan amount. Failure to comply may lead to further enforcement measures after an extra 15-day grace period.
The government is also planning stricter action against habitual offenders. Drivers committing five or more traffic violations within a year could be categorised as serious offenders, potentially leading to suspension or disqualification of their driving licences.
Traffic challans in Delhi will continue to be generated both physically and electronically. Violations captured through surveillance cameras and automated monitoring systems will also trigger e-challans.
Authorities said e-challans will be sent within three days if the registered mobile number is available, while physical notices will be delivered within 15 days.
Motorists have been advised to update their contact details linked to vehicle registration and driving licence records to avoid missing notices and penalties.
The move is part of broader efforts to modernise traffic enforcement and increase accountability on Delhi’s roads.
