Assembly Monsoon Session ends; 4 Bills passed, 2 CAG reports tabled

The three-day Monsoon Session of the Delhi Legislative Assembly concluded with four bills passed, two CAG reports tabled, and 52 public matters raised under Rule 280. Speaker Vijender Gupta also criticised the “irresponsible attitude” of the Opposition MLAs during the session, which began on August 7 and concluded on Tuesday.

Addressing a press conference on Wednesday, Gupta said the House functioned for a total of 13.19 hours, in which two CAG (Comptroller and Auditor General) reports were tabled, and 52 public interest issues were raised under Rule 280. Gupta highlighted that 23 members were given the opportunity to raise public issues in a single day, breaking the previous practice of a daily limit of 10 members. Despite an Opposition of 22 members, around 20 attended the House, alongside 44 to 45 of the 48 ruling party members.

The four bills passed during the session were the Delhi Bed and Breakfast Establishments Repeal Bill, 2026; the Delhi Right of Citizens to Time-Bound and Ease of Delivery of Services Bill, 2026; the Delhi Urban Shelter Improvement Board Amendment Bill, 2026; and the Delhi Fire Service Amendment Bill, 2026. According to Gupta, since the commencement of the Eighth Delhi Legislative Assembly till date, a total of 19 CAG Reports have been tabled in the House. He said action on the reports must be taken in a time-bound manner to reach a logical conclusion.

He said in this assembly session, the first-ever AI-based live transcription and translation system in any Indian legislative assembly is also piloted. He added that the session lasted 13 hours and 19 minutes.

Pointing to the absence of Aam Aadmi Party leader Atishi in the House, he said it was for the first time that a leader of opposition had remained absent through the entire session.  Agreements and disagreements happen, but not attending the session was unfortunate, he said.

“AAP seems to have become leaderless. I even asked the opposition members to depute someone else from among themselves to function as the leader of opposition in Atishi’s absence, but nothing happened,” the Speaker said. On conduct, Gupta expressed anguish over what he described as unparliamentary behaviour by certain Opposition members inside the House and within the Assembly premises, including creating disorder, throwing objects, including rice, using abusive language, and forcing the intervention of Marshals on all three days.

On legislative pace, Gupta drew a sharp contrast with the previous seventh Assembly, which held only five sessions across its entire five-year tenure. The current eighth Assembly has conducted six sessions in under one-and-a-half years. Members actively raised civic concerns, including garbage disposal, waterlogging, stray cattle, PWD roads, and electricity bills, during the session.

The House held a two-day Short Duration Discussion on the role of political leaders in the North-East Delhi riots and the issue of punishment. The House also unanimously passed a congratulatory motion on the Delhi Lakshmi Yojana and paid tributes to former MLAs and victims of tragic fire incidents across Delhi.
