The AAP Government is going to issue notification to carry out development works in all 1,797 unauthorised colonies, according to sources. For this purpose, the Delhi Government has earmarked Rs800 crore for 2015-16. Currently, development works are being carried out in only 895 unauthorised colonies that where regularised by the erstwhile Sheila Dikshit Government.
After the notification, all unauthorised colonies that came up before January 1, 2015 in the capital would be eligible for the developmental works or infrastructural works. It is estimated that over 40 lakh people will be benefitted.
The Delhi Cabinet has earlier approved a proposal to carry out development works in all unauthorised colonies across the city.
Top sources told The Pioneer that a notification pertaining initiating developmental works is likely to be issued by Wednesday. According to sources, works have already been awarded to different agencies.
The development works will include sewerage system, water pipe line, road, street light, storm water drainage system. If the unauthorised colonies exist on forest or ASI land, then authorities will have to take ‘no objection certificate’, from the land owning agencies to carry out development works.
According to sources, over Rs4,500 crore have been spent on development of unauthorised colonies in the past 10 years in Delhi.
“The numbers of unauthorised colonies are yet to be ascertained. Without getting into numbers, the Government decided to carry out development works in those unautorised colonies which came up before January 1, 2015,” official said.
In March this year, the Delhi Government had issued direction to finalise boundaries of 1,650 unauthorised colonies in the city out of which around 895 have been regularised by the Centre. The Government had decided to immediately complete the process of fixing boundaries of these colonies using the latest scientific methods. Satellite and Total Solution Methods would be used for demarcation of boundaries.
It is noted that Delhi Government had regularised 895 unauthorised colonies out of 1,639 such settlements with certain riders in September 2013 paving the way for their development on par with other areas in the city. It had issued provisional regularisation certificates to over 1,600 unauthorised colonies, home to around 60 lakh people, ahead of Assembly polls in 2008.
