The Delhi Police on Friday ventured into a territory where the mightiest of the police forces and highly acclaimed investigating agencies across the world have failed to deliver. A city court admitted an application by the Delhi Police to issue Non-Bailable Warrant (NBW) against India's most wanted mafia don Dawood Ibrahim and his trusted lieutenant Chhota Shakeel.
Delhi Police's Special Cell moved the application in the court of Additional Sessions Judge (ASJ) Vinay Kumar Khanna, for NBWs against the deadly duo, supposedly living in Karachi's posh Clifton and Defence Housing Authority area, under the protective umbrella of Pakistan's notorious Inter Services Intelligence (ISI). The Delhi Police moved an application demanding invite legal provisions and sanctions against Dawood and Shakeel for running the illegal betting and fixing syndicate.
It's a foregone conclusion that any court order against 'Global Terrorist' Dawood and his protégé Shakeel is going to hit the wall as Pakistan is too recalcitrant in even acknowledging that Dawood and his cronies even live there. This, however, has not deterred the investigators of Delhi Police from probing the role of D-Company in running the internationally managed betting cartel that is a virtual money-spinner.
The Delhi Police is pitching on the interrogation of Ramesh Vyas who is expected to arrive on Saturday for questioning. Ramesh Vyas (52), a resident of Mumbai's posh Napean Sea Road, has been identified as the fulcrum of D-Company's betting syndicate in West and South India.
Vyas was arrested by the Mumbai Police on May 12 last, on the charges of betting and fixing from Kalbadevi area and his interrogation led to the arrest of many players. Vyas figured in the investigations of Delhi Police after three Rajasthan Royals players were arrested. Vyas will be questioned in the presence of Delhi's notorious bookie Tinku Mandi. Vyas was operating with Sunil Dubai, a hatchet man of D-Company who controls betting syndicates.
When asked about the move to get a NBW against Dawood and Shakeel, a Delhi Police official denied to it being a next to impossible task. He said that they were doing their legal duties as the names of the duo have emerged during investigations.
As a matter of fact, Dawood has been living in Karachi despite United Nations' Security Council issuing a global sanction against him. UN Security Council's resolution against banning him globally has failed to stop Dawood, who has 37 aliases to his name and is know to mask his identity.
Even the Federal Bureau of Investigation (FBI) and the Central Intelligence Agency (CIA) have failed to locate Dawood, who has been living in Karachi and operating with impunity. UN Security Council's resolution is an eye-opener.
In the event of police forces across the world hitting a dead end against Dawood and his terror syndicate, it remains to be seen what the Delhi Police achieves against Dawood and his men.
